The business unit is responsible for driving the digital agenda and leading the whole of government strategic direction and provides technical, tactical, and transactional support for whole of government ICT.
Role Description:
They are looking for an an experienced, committed and enthusiastic leader to join the ICT Fibre Networks Team. The Fibre Network Manager will be providing technical and managerial leadership of a small team of specialists to support and manage the Government private fibre optic network at several key primary locations and hundreds of secondary locations across the territory.
The Government owns an extensive private fibre optic network, connecting over 250 sites across the Territory. This position is responsible for the design, management, expansion and ongoing maintenance of the fibre network asset.
Responsibilities include:
- Provide support to the Director by leading the ICT Fibre Networks Team, including management of human, physical equipment, and financial resources.
- Provide management of Government private fibre optic network used by the territory Government.
- Lead in the design of all moves, adds, and changes to the fibre network asset, inclusive of pit/pipe infrastructure, cable distribution, and end-to-end connectivity (link splicing) solutions. Including the management of complex live network cutover tasks.
- Develop budget estimates, drawings, and scope of works documentation for tasks including, but not limited to, the connection of buildings, Data Centres, Public Safety CCTV cameras and Intelligent Transport Systems.
- Be responsible for the maintenance of all existing fibre network infrastructure consisting of more than 200km of underground conduit, 1,600+ access pits, 300+ distribution joints, 800+ individual cables totalling over 400km in length, and 600+ operational links.
- Maintain CAD master drawings, connectivity records, and Infrastructure Protection (Before You Dig Australia) plans.
- Liaise and negotiate with third party consultant engineers to design fit for purpose fibre network solutions for projects including light rail construction and road corridor upgrades and manage multiple fibre network construction sub-contractors.
- Carry out onsite Quality Assurance checks/inspections on all components of completed fibre network construction tasks.
- Provide subject matter expertise on fibre network matters to a range of stakeholders across the Government.
Skills and Experience:
- Expertise in providing high level technical management in designing, building, implementing, maintaining, and supporting architected and cost-effective ICT fibre communications infrastructure
- A minimum of 10 years’ demonstrated knowledge and experience in designing and constructing outside plant telecommunications networks.
- Expertise in using AutoCAD software.
- Ability to operate fibre optic test equipment, and to precisely locate faults on long-range links.
- Demonstrated high level attention to detail, including the ability to write detailed technical documentation and to analyse design drawings and technical documents and build and construct plans.
- Strong planning, analytical, problem-solving and organisational skills, to manage multiple tasks and prioritise competing deadlines, in response to meeting business requirements and delivering agreed business outcomes.
- Adaptability to changing circumstances and multiple priorities and demands, and resilience while managing a constantly changing, complex and diverse ICT environment.
- Well-developed verbal and written communication skills, including a strong ability to effectively liaise, negotiate with and influence a range of stakeholders.
Compliance Requirements / Qualifications
- Relevant degree, diploma, certificate, vocational or industry certificate in the Telecommunications field and/or relevant work experience is highly desirable.
- Current AGSVA NV1 security clearance or ability to obtain and hold an AGSVA NV1 security clearance is mandatory.
- Current holder of an Occupational Health and Safety Construction Induction White Card or ability to obtain and hold an Occupational Health and Safety Construction Induction White Card is mandatory.
- Current holder of an Asbestos Awareness Card or ability to obtain and hold an Asbestos Awareness Card is mandatory.
- Certification in Crystalline Silica Exposure Prevention or ability to obtain and hold certification in Crystalline Silica Exposure Prevention is mandatory.
- Ability to obtain Working with Vulnerable People General Registration would be desirable but not essential.
