The Learning Business Operations Section within the Diplomatic Academy have requirement for a Tender Manager for an initial 12 month period (1 July 2024 to 30 June 2025) with a potential for two x 12 months extension options.
The Tender Manager will support the Director within the Learning Business Operations Section, by coordinating activities related to risk, Human Resource Management, workforce planning and WHS for the Academy.

Description
- Managing the end-to-end tender process, including oversight of all tender correspondence, and coordination during and after RFT process.
- Develop, manage, and maintain effective procurement and contract management processes within the Academy.
- Finalising the negotiations and establishing the agreements for Academy procurements and contracts.
- Provide procurement advice (to team, the Academy and the broader department as required).
- Draft documentation (approval to approach the market, s23 and agreements) for ongoing procurements.
- Seek requests for quotes.
- Notify contracts arranged on SAP contracts database.
- Submit contracts for publishment on AusTender.
- Update and review and enhance documentation, procurement procedures and workflow processes.
- As senior officer in the section, to act as EL2 when required.
Profile
The position will be managing client's largest Tenders, so end-to-end procurement and contract management skills and experience at the management level is required.
An experienced Procurement and Contracts Management Officer at the Executive level, would be completely familiar with the relevant Legislations and Acts. E.g. PGPA Act, Commonwealth Procurement Rules etc. and be competent guiding and managing our Procurement and Contracts team.
Experience working in SAP Contracts database is highly desirable
Must be an Australian Citizen
Must have at least NV1 clearance
