The National Film and Sound Archive of Australia (NFSA) is Australia’s audiovisual archive, telling the national story by collecting, preserving and sharing audiovisual media, the cultural experience platforms of our time. The collection itself dates back to 1935, making it one of the world’s oldest audiovisual collections. It is also one of the country’s most used cultural collections, with around 125 million views of collection content each year.

The NFSA is in a period of significant change. Following increased Government investment, the institution is in a process of digital transformation, establishing the NFSA as Australia’s most dynamic and valued cultural organisation. We are rebuilding our curatorial workforce, and developing the NFSA’s capacity to digitise our collection at scale – to preserve it for the future, to make sure it can be discovered, and to share it with all Australians. We continue to work on developing a stable, secure and future-proof workforce across our four physical sites based in Canberra and Mitchell in the ACT as well as in Sydney and Melbourne. We are also undergoing a program of business improvement for many of our corporate systems to improve efficiency and reduce manual handling.

Our People & Culture (P&C) Team is a critical part of the NFSA’s transformation.
The team partners with managers across the organisation to achieve our strategic goals, with deep networks and a strong partnership approach to all of its functions.

The team consists of 1 x EL2, 3 x EL1, 2 x APS 6 and 2 x APS4 staff members and delivers all elements of human resources to the NFSA including workforce planning, payroll, learning and development, WHS, wellbeing, recruitment, performance management and HR reporting. The team is responsible for leading and managing NFSA’s current and future workforce, including driving the strategic future growth and culture of the NFSA.

The Opportunity

The Manager, Strategy and Projects Manager is responsible for shaping projects and proving strategic level advice on the NFSA’s workforce. Working with the Snr Manager People and Culture, the role will contribute to defining the business objectives and creating and delivering evidence-based workforce strategies, organisational structures and workforce plans required to support and enable effective and efficient activities, actions and operations.

The role will help to identify capability and capacity requirements to manage the supply of talent. From an operational perspective, the position works with the P&C team to deliver customer-focused services to optimise the employment life-cycle experience at an individual and organisational level.

We are seeking highly motivated and experienced candidate who will play a pivotal role shaping the future workforce of NFSA. The successful candidate will be a team player with highly developed communication and stakeholder management skills and someone who genuinely believes in collaborating to achieve outcomes.

The role requires an eye for detail and someone who is innovative and self-motivated to prioritise and complete tasks within agreed timeframes.

Working in the People and Culture Team, the position will report directly to the Snr Manager, People & Culture.

Job Description

Key Responsibilities

This role is responsible for actively advising, planning and delivering people and culture workforce projects by working collaboratively with the Snr Manager, People and Culture, the NFSA executive and management cohort, as well as subject matter experts across the agency, as well as external vendors.


The role will be responsible for the following functions:

  • Supporting the development and implementation of strategies to mitigate workforce risks and develop materials and documentation to support effective workforce management.
  • Delivery of key projects relating to workforce planning such as attraction and retention strategies, skills and capability mapping, external industry partnerships and management of workforce data and analysis.
  • Developing a range of workforce resources, in collaboration with managers across the NFSA.
  • Analysing workforce data, understanding and monitoring the impact of changes to the NFSA workforce over the short, medium and long term.
  • Undertaking a range of projects relating to workforce and workplace planning as required.
  • Provide advice and developing reports on workplace and workforce planning as required.
  • Build, develop and grow relationships across with business and with external delivery partners to support the successful implementation of projects.
  • Supporting the Senior Manager, People & Culture, to lead the P&C team to deliver outcomes.

Selection criteria

The successful candidate will demonstrate capacity against the following:

  1. Demonstrated knowledge of legislation and requirements, and experience delivering HR services within an APS environment or institutional structure,
  2. Experience in delivering high quality services or complex projects with competing priorities and deadlines,
  3. Demonstrated experience in leading and managing a team to deliver results,
  4. Outstanding written and verbal communication skills with the ability to interpret and communicate appropriately complex concepts to a broad range of stakeholders
  5. Ability to identify opportunities for improvement, and to embrace change with positivity and optimism,
  6. Demonstrated ability to build a strong network of relationships to support organisational outcomes, and to collaborate with a range of stakeholders.
