Job description

Position Overview:

To respond to Animal Control and Community Safetycompliance issues across the Maranoa region, with the aim to increaseawareness, education and voluntary compliance. Areas of focus include Animal Control, unsightly and overgrownallotments and abandoned vehicles.

This role includes providing a rapid response toCommunity Safety situations such as dog attacks and wandering animals andassist with the operation and maintenance of Councils Animal Pound facility.

Key Responsibilities:

Customer Service & Community Safety Programs:

  • Promoteresponsible animal ownership and voluntary compliance through proactive,quality customer service and accurate application of relevant legislation,policies and procedures.
  • Maintainaccurate, timely notes and records in official notebooks and the customerrequest and record management systems to assist with responding to andresolving customer concerns, and for evidentiary purposes.
  • Ensureemails and correspondence are recorded in Council's document management systemand are attached to relevant customer request records.
  • Participateand assist with the delivery of proactive education programs that improveCommunity Safety outcomes. This includes:

      o Inspection programs

      o Desexing incentiveprograms

      o Pet Education Programs(focus on responsible pet ownership, safety around animals and general welfareand wellbeing).

      o Adoption and rehomingprogram

      o Annual RegistrationRenewal

Investigations & Compliance Activities:

  • Conductinspections and investigations (including complex and highly sensitive matters)in response to customer requests and operational requirements, producingeffective outcomes in terms of community education and awareness, to achievevoluntary compliance of relevant legislation. Areas of focus include Animal Control, unsightly and overgrownallotments, and abandoned vehicles.
  • Administer compliance with the provisionsof Council's Local Laws, including the issue of related compliance, infringement,and information notices, permits and other relevant documentation in accordancewith legislation and delegations.
  • Inputand maintain accurate records in Councils corporate systems.
  • Ensure appropriate use, operation, andstorage of body camera footage.
  • Maintainup-to-date knowledge of relevantlegislation, policies and procedures to enablepromotion of voluntary compliance.

Qualifications and Licenses:To be successful in this role, you need:

  • Current C (Car) Class Driver Licence
  • Current Working withChildren (Blue Card) or ability to obtain.
  • LocalGovernment Worker and Authorised Person training (In-housetraining provided upon commencement)
  • Certificate IV in Government Investigations; or attained through previous appointment, serviceand/or study, an equivalent level of expertise and experience to undertake therange of activities required.

Required Skills and Experience:

  • Excellentoral communication and interpersonal skills with a proven ability tocommunicate effectively with people at all levels and from all backgrounds, whileacting with tact and sensitivity.

  • Abilityto conduct inspections and investigations to produce effective outcomes withinthe boundaries of the applicable legislation, policies and procedures.
  • Excellent writtenskills with high attention to detail and accuracy and ability to prepareclear and concise reports and provide well considered and informedrecommendations.
  • Demonstratedexperience working with animals, preferably in a kennel, pound or veterinaryenvironment.
  • Demonstratedorganisational and time management skills and ability to plan, prioritise andorganise work to achieve goals and meet deadlines, including dealing withcompeting demands and managing multiple projects and tasks.
  • Abilityto remain calm and level-headed, determining when and what assistance orguidance may be required in challenging or unusual situations.
  • Commitmentto a team-based approach, with demonstrated ability to work productively andcooperatively in a team environment to ensure the delivery of a high standardof customer service.
  • Competentcomputer skills with the ability to quickly learn Council's corporate computersystems including Authority, Record Manager and the Microsoft Suite (Outlook,Word, Excel, PowerPoint).
  • Ability to demonstrate a strong commitmentto Maranoa Regional Council's values and team goals.
  • Previousexperience working in local government or similar environment will be highlyregarded but is not essential.

Other position specific conditions:

  • This position is required to be rosteredfor after-hours on-call duties and/or may be required to work flexiblehours as required by operational needs.
  • Body cameras are utilised in this positionto provide an accurate record of events.

This role will require reference checks, medical assessmentincluding drug and alcohol screen, driver's licence check and criminal history check.
