Job description

Organisational context

The Australian Financial Security Authority (AFSA) is responsible for managing the application of bankruptcy and personal property securities laws through the delivery of high-quality personal insolvency and trustee, regulation and enforcement, and personal property securities services.

The Corporate Services Division is responsible for delivering a range of business and enabling services that support the Australian Financial Security Authority purpose through partnering with business divisions that regulate Australia’s personal insolvency and personal property securities programs. The division provides professional services and leadership that promotes the efficient and effective operations of the agency whilst ensuring compliance with commonwealth legislation, polices and guidelines and promoting integrity, accountability, and transparency.

Purpose of the position

The Senior Security Officer is responsible for the delivery of personnel, physical and governance security functions at AFSA. The Senior Security Officer does this by operationalising AFSA’s  internal security policies and procedures, and ensuring their work is conducted in line with protective security practices under the Protective Security Policy Framework (PSPF). This position works closely with the AFSA Agency Security Advisor (ASA) to ensure common approaches to risk management, policy implementation and compliance reporting. 

The Senior Security Officer will engage with AFSA staff on matters of physical, personnel and governance security, and support the ASA and section Director to oversee protective security assurance and contribute toward strategic policy development. 

The Senior Security Officer has an important front-line role in AFSA’s security operations. The role is a key operational role enabling and supporting the strategic direction of AFSA.

Accountabilities

Personnel Security

  • Ensure all onboarding and offboarding of AFSA staff is completed in accordance with AFSA Security Policy and PSPF requirements. 
  • Provide security advice to hiring manages and AFSA’s procurement team on onboarding, maintenance and offboarding matters. 
  • Manage security clearance requests and other related matters with the Australian Government Security Vetting Agency (AGSVA) through the MyClearance portal.  
  • Manage AFSA’s internal clearance database.

Physical Security

  • Manage the installation of security related infrastructure at new AFSA sites.
  • Manage the maintenance of existing security infrastructure at current AFSA sites. 
  • Manage access control to AFSA tenancies by overseeing the issuing and upkeep of AFSA’s access cards across all AFSA sites. 
  • Oversee the management of AFSA’s access control systems including administration and physical controls for Gallagher, CQRiT and other systems.

Security Governance

  • Complete monthly Security Quality Assurance Framework (SQAF) checks as instructed by the ASA. 
  • Ensure security advice is delivered to AFSA staff that is in keeping with internal security polices and PSPF requirements. 
  • Identify improvements that can be made in AFSA’s security apparatus and work with AFSA’s ASA to implement change if suitable.  

This position entails supervision duties of an APS 4 Security and Corporate Support Officer.  

All duties will be performed in accordance with:

  • AFSA’s risk management framework and relevant legislation, including guiding others to identify and mitigate foreseeable risks.

Qualifications, accreditations and experience

  • A Certificate IV or Diploma in Government Security, or other equivalent is desired, but not essential
  • A sound knowledge of the Australian Governments Protective Security Policy Framework is preferred.
  • Demonstrated experience in broad ranging protective security functions, including onboarding and offboarding staff, managing electronic access systems and access cards for staff
  • Proven ability to work in a team and environment of collaboration and change
  • Proven track record in effective knowledge transfer to other team/staff members
