APS6 Senior Compliance OfficerTHE OPPORTUNITYThe Aged Care Quality and Safety Commission have several exciting opportunities for experienced compliance case managers.Senior Compliance Officer role is responsible for monitoring and managing non-compliance of home care approved providers with the Quality Standards, as well as broader legislative responsibilities under the Aged Care Act. The position will undertake evidence-based risk assessments, engage with specialists (e.g. legal and/or clinical) to provide well informed risk proportionate and evidence-based recommendations in line with the Commission’s Compliance and Enforcement Policy and Regulatory Strategy.The preferred candidate will be capable to manage a large caseload with competing priorities to meet agreed key performance indicators. The successful candidate also needs to demonstrate strong written and verbal communication skills, and high-level negotiation skills to communicate information coherently and concisely to diverse audiences including working with stakeholders to achieve desired outcomes.This is your chance to make a real difference to protect and enhance the safety, health, well-being and quality of life of aged care consumers. For more information about the role, please refer to the Position Description located on our web page.About the SectionThe Compliance Case Management (Home Services) section is responsible for:

  • active monitoring of non-compliant home care providers
  • encouraging and promoting compliance through education, information and engagement with providers as part of monitoring activities
  • taking risk based and proportionate compliance action against home care providers unwilling or unable to rectify their non-complaint behaviour which poses a risk of harm to consumers
  • using internal and external information sources, to design methodologies to proactively identify providers that warrant closer scrutiny
  • work with other agencies to proactively identify organisations and/or key personnel that have not met requirements working across government funded programs.

  • support the Commission’s function to protect and enhance the safety, health, well-being and quality of life of aged care consumers
  • interpret and apply legislation related to aged care
  • manage proportionate compliance action in respect of providers’ failure to comply with their aged care responsibilities.
  • independently undertake evidence-based risk assessments and prepare well informed analysis with recommendations for risk proportionate compliance action in line with the Commission’s Compliance and Enforcement Policy and Regulatory Strategy
  • manage risks to consumers, providers and the Commission
  • engage with specialist advice (e.g. legal and/or clinical) to ensure technically accurate and defensible decisions
  • maintain effective relationships with internal and external stakeholders to promote regulatory compliance and achieve improved consumer outcomes
  • support the section’s Director by preparing and/or contributing content to executive and Ministerial correspondence and briefs or other duties as directed
  • develop and mentor APS5 and APS4 staff, as well as new staff in the section
  • contribute to the section’s continuous improvement, including identify opportunities for operational improvements and training, support the development of team goals, work plans and broader section planning
  • displays personal integrity and self-awareness by demonstrating and promoting an environment that reinforces APS Values and Code of Conduct
  • ability to undertake local and interstate travel when required.
ELIGIBILITY REQUIREMENTSKey capabilities
  • Experience in a regulatory environment with a focus on interpreting, understanding and applying legislation and decision-making principles to support comprehensive, well analysed and evidence-based recommendations for delegated decisions.
  • Highly developed written and verbal communication skills with demonstrated high-level negotiation skills and ability to work with a range of stakeholders to achieve outcomes.
  • Demonstrated skills in effective time management, working with competing priorities and ability to prioritise and manage a case load effectively in line with agreed performance measure indicators.
  • High level analytical skills and demonstrated ability to manage risk proportionately, including conducting ongoing risk assessments and compliance monitoring activities.
  • Ability to work independently as part of a geographically dispersed team and manage interpersonal relationships with internal and external stakeholders effectively.
  • Takes ownership of personal and professional development.
  • Demonstrated highly motivated, engaged, flexible and resilient approach to change. Identifies practical solutions when faced with problems.
Desirable qualifications/experience:
  • understanding of the Australian aged care system and its regulation
  • possession of Certificate IV in Government Investigations
  • knowledge of administrative law.
Position eligibilityIn addition to the above key capabilities, to be eligible for this position you must:
  • be an Australian citizen
  • satisfy a National Coordinated Criminal History Check
  • satisfy pre-existing medical condition declaration
  • have current seasonal influenza vaccination and COVID-19 vaccination. Appropriate evidence of vaccination, or medical exemption from vaccination is required.
