Job description

The Team

You will join a team of a highly motivated and collaborative professionals that work in the Enterprise Transformation Group (ETG). The ETG is made up of two Divisions, the Chief Information Officer Division (CIOD) and the Enterprise Strategy and Transformation Division (ESTD), that have been established to drive the AEC’s transformation agenda, and to deliver the Election Systems Modernisation Program (Indigo Program) on behalf of the agency.

The Indigo Delivery Branch (IDB) is part of the CIOD and is responsible for 3 sections. Tranche 1 Agile Delivery Teams (ADTs) – multidisciplinary teams building and implementing foundational technology, stabilising the ICT operating environment, and mitigating the risks of aging systems.

Tranche 2 ADTs – multidisciplinary teams building and implementing solutions to re-engineer business processes and replace aging electoral systems with modern, secure, and agile technologies.

Systems Teams – multidisciplinary teams building the Agile development environment for the Program, including developing and maintaining the continuous delivery pipeline, and facilitating deployment and releases.

The IDB is committed to establishing and maintaining a high performing and positive workplace culture.

The Opportunity

The Assistant Director will work closely with the Delivery Director and Program Manager to lead and manage the successful execution of both Tranche 1 and Tranche 2 of the Program, ensuring work packages are delivered on time, within budget, and to a high quality against scope.

You will play an active role, leading and/or assisting to lead ADTs to deliver work packages, particularly during the ‘build and refine’ and ‘implementation’ phases of the delivery lifecycle. This includes working as a Scrum Master to lead agile ceremonies, helping to remove impediments and fostering an environment for high-performing team dynamics, continuous flow, and improvement.

You will also contribute to program management and governance practices, including preparing reports and other documentation; leading/assisting with recruitment, procurement, and contract management activities; and assisting to coordinate business engagement activities, including user acceptance testing.

To excel you’ll have:

  • Excellent written and verbal communication skills, with the ability to communicate with influence, effectively synthesise information, and interact with people with diverse backgrounds and levels of seniority.
  • Excellent stakeholder management skills, with the ability to build strategic relationships and manage expectations across varied stakeholder groups.
  • Demonstrated ability to conduct critical analysis and use available information and professional judgement to solve complex problems and implement pragmatic solutions.
  • Experience in effectively managing high volumes of work and competing priorities, including the demonstrated ability to adapt and respond to change and manage changing team and stakeholder needs.
  • Demonstrated ability to work autonomously and a strong commitment to working harmoniously within a team to achieve positive results and support the AEC’s strategic direction.

Desirable

  • Tertiary qualifications in project management, business administration or a similar field.
  • Experience delivering and/or managing information and communications technology (ICT) projects/programs in an Australian Government setting.
  • Experience in using a range of commercial off the shelf and bespoke ICT systems and tools including, but not limited to, the Microsoft Suite, ServiceNow, Miro, DevOps and Objective.
  • Certification and/or experience in Agile ways of working, such as SCRUM and the Scaled Agile Framework (SAFe).

Eligibility

  • AEC employees must be Australian citizens.
  • Any person who is, and seen to be active in political affairs, and intends to publicly carry on this activity, may compromise the strict neutrality of the AEC and cannot be considered.
  • Applicants are required to consent to, undergo, obtain and maintain a character clearance.

  • Applicants may be required to undertake psychometric testing as part of this recruitment process.
