The Aged Care Quality and Safety Commission (the Commission) was formed on 1 January 2019. The role of the Commission is to protect and enhance the safety, health, wellbeing and quality of life of people receiving aged care.

The Commission is the national end-to-end regulator of aged care services and the primary point of contact for consumers and providers in relation to quality and safety. Our vision is to support a world-class aged care system driven by empowered consumers who enjoy the best possible quality of life.

We aim to build confidence and trust in aged care, empower consumers, promote best practice service provision, promote quality standards and hold providers to account for their performance against the expected standards of care. We seek to promote an aged care system that develops safer systems of care, inculcates a culture of safety and quality, and learns from mistakes, while providing the oversight that can assure the community that aged care services are operating as they should, including working on continuous improvement.

The Corporate Operations Group supports the Commission and enables staff to deliver the Commission’s purpose by:

·          Enhancing effectiveness, efficiency and safety

·          Making the best use of resources and continuously improving performance

·          Enhancing, integrating and optimising the IT and corporate systems that support Commission staff.

Corporate Performance, Governance and Integrity

Corporate Performance, Governance and Integrity is a pivotal section within the Commission and is responsible for establishing, leading, and coordinating a broad range of corporate strategy, Governance and integrity functions and activities across the Commission. This includes corporate strategic, performance and business planning, monitoring and reporting; enterprise risk, internal audit, quality assurance, business resilience activities; leadership of the Governance and policy secretariat services enabling the Commission’s committees and Advisory Council work programs; and integrity functions including integrity, fraud, corruption and service complaints and investigations, security and AGSVA clearance processes, FOI, privacy management, information and records management services. 

Position Description

The Assistant Director, Governance will play a key role in developing and coordination of the Commission’s governance reform, including Governance structure, secretariat toolkit, Committee workplans, accountability statements and supporting frameworks and policies.

The Assistant Director, Advisory Council will play a key role in providing best practice, independent secretariat support to the Advisory Council, including providing strategic advice to the Council, preparing papers, stakeholder engagement and delivering administrative support functions.

Position Duties

  • Embed new Corporate Governance and Accountability Framework and Legislative, Regulatory and Policy Framework
  • Create and embed governance structure through development and refinement of tailored secretariat processes, resources and artefacts.
  • Contribute to creation and implementation of Annual Committee workplans, committee secretariat, toolkit and management resources.
  • Develop strong, professional relationships with a range of stakeholders across the Commission.
  • Lead and support a small secretariat team to delivery best practice governance outcomes.
  • Contribute to section priorities on corporate strategy, Governance and integrity activities as required.

Position Eligibility Requirements

Governance and Secretariat

  • Embed new Corporate Governance and Accountability Framework and Legislative, Regulatory and Policy Framework

  • Contribute to creation and implementation of Annual Committee workplans, committee secretariat, toolkit and management resources.
  • Develop strong, professional relationships with a range of stakeholders across the Commission.
  • Lead and support a small secretariat team to delivery best practice governance outcomes.
  • Contribute to section priorities on corporate strategy, Governance and integrity activities as required.

Advisory Council

  • Provide best practice, independent secretariat and advisory services for the Advisory Council, including planning and organising meetings, drafting agenda papers, minutes and correspondence, progressing and tracking action items and delivering administrative support functions.
  • Embed an independent secretariat support protocol and administrative arrangements, through refinement of tailored secretariat processes, resources and artefacts.
  • Undertake procurement, research and/or provide strategic policy advice to support Advisory Council key priorities and functions.
  • Create and manage Advisory Council workplans, budget and supporting documents.
  • Engage with Advisory Council and key stakeholders.
  • Contribute to delivery of best practice outcomes and broader corporate and governance activities as required.

Essential Requirements

  • Knowledge of the of the Public Governance, Performance and Accountability Act 2013 (PGPA Act) and Public Governance, Performance and Accountability Rule 2014 (PGPA Rule).
  • Experience developing and leading a supportive and high performing team in a fast-paced environment.
  • Demonstrated strategic thinking, analytical and solutions-focussed problem-solving skills.
  • Superior program management, organisational and administrative skills, including the ability to oversee and deliver a series of high-profile, deadline-driven and multifaceted projects within a dynamic, high-pressure environment in a timely and accurate manner.
  • Highly developed written and oral communication skills, including the ability to develop a standardised secretariat toolkit and write and quality assure Executive Committee or Advisory Council papers, briefs and minutes.
  • Highly developed knowledge of, and ability to advise on, governance principles and practices.
  • Demonstrated ability to effectively manage interpersonal relationships with respect and communicate with influence with stakeholders to manage expectations and achieve mutually beneficial outcomes.
  • Eligibility for baseline level security clearance.

Desirable

  • Previous experience in secretariat or governance roles is highly desirable.
  • Understanding and application of Change management principles.

Position Notes

Salary offered will be between $114,247 - $130,300 per annum depending on skills and experience. In addition, 15.4% superannuation will be paid.
