About the team
The Australian Space Agency is a specialist division within DISR that provides leadership on civil space capability to improve the lives of Australians and strengthen our society. The Agency ensures that Australia's space activities and sector contribute to our national interest and broader Government objectives, including the outcomes of improved productivity, more resilient communities, environmental sustainability, furthering scientific knowledge and strengthening national security.
The Agency's functions are to:
  • Lead policy and coordination of civil space activities across government.
  • Shape and grow national space capability, including delivery of Agency programs.
  • Lead international civil space engagement for economic and strategic benefit, in alignment with Australias foreign policy objectives.
  • Promote a responsible space sector for current and future uses of space through education, technology, and regulation.
  • Promote the value and benefits of space to the community, including to inspire a highly skilled workforce.

The opportunity
The opportunity sits in the Space Regulation team of the Office of the Space Regulator, which is responsible for regulation of Australian space activities and high power rockets. Its purpose is to provide an internationally recognised regulatory framework that enables entrepreneurship and sector growth, while assuring risks to safety and that other national interests are managed appropriately. This includes implementation of Australia’s obligations under the United Nations space treaties.
The Space Regulation team leads the design and development of frameworks, both domestically and internationally. This includes leading Australia’s contribution to the development and implementation of rules and norms that seek to support the safety, stability and sustainability of outer space, including implementation of Australia’s obligations under the UN space treaties.

The successful candidate will ideally be able to demonstrate:
  • Completed tertiary qualification/s in a relevant discipline
  • Experience in a related role
  • Excellent written and verbal communication skills with a proven ability to generate high-quality written materials
  • Demonstrated ability to shape strategic thinking
  • Sound stakeholder management skills, and demonstrated ability to build and maintain relationships with stakeholders working collaboratively to achieve outcomes
  • The ability to manage projects and/or multiple tasks, to meet deadlines, with attention to detail
  • Flexibility and adaptability to changing priorities and circumstances
  • Demonstrated high level interpersonal skills
  • Demonstrated personal responsibility for meeting objectives and progressing work

The below skills and experience will be highly regarded:
  • Experience in supporting team members that are geographically dispersed.
  • Knowledge of and compliance with legislative, financial and administrative frameworks, government decision making processes and Agency guidance (or an ability to develop those quickly).

What you will do
The Assistant Director, International Obligations will:
  • Undertake multilateral engagement including the development of briefs for, and engagement in, the UN Committee on the Peaceful Uses of Outer Space (UNCOPUOS) and related fora.
  • Develop Australian positions and provide advice and report to government on topics under consideration in COPUOS and related fora.
  • Collaborate with stakeholders at the domestic and international levels, to support outcomes in the national interest.
  • Support the implementation of International Obligations and the development of rules and norms as appropriate.
  • Manage a small team.
Eligibility
To be eligible for employment in the APS and the department, candidates must be Australian Citizens.
Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.

The department does currently offer flexible work opportunities for many roles. This vacancy is ACT - Industry House,SA - Adelaide - McEwan Building,VIC - Melbourne - Bourke St based, although flexible or remote work arrangements may be considered.
