Chief Finance Officer

About the business unit
Situated within the Corporate Services division, the Finance and Procurement unit is responsible for playing a key role in enabling TIQ to achieve its objectives in line with TIQ Strategic and Business Plans. This is achieved by leading financial services, grants, administration and procurement across the agency including domestic and international networks to support TIQ Queensland and its overseas offices.
The business unit consists of four functions:

• Finance: is responsible for the stewardship of the organisation's financial resources in accordance with the Trade and Investment Queensland Act 2013, Financial Accountability Act 2009 and Finance and Performance Management Standard 2019, as well as mitigating financial risks to the organisation, including fraud and corrupt conduct.
• Grants: is responsible for the administration of grants processing including, grants design form in Smarty Grants, acquittal processes, clients contact, and internal and external reporting.
• Procurement and contract: are responsible for leading procurement and contract management framework and processes for whole of TIQ.
• Strategy and Performance: is responsible for developing Strategic insights to inform TIQ and Stakeholder decisions, Strategy and Performance and the Portfolio Management Office.

Your contribution (key responsibilities and accountabilities)
To be successful in this role you will:
Financial

• Provide overall stewardship of TIQ's finances including oversight of its financial management resources and procurement across a diverse range of activities, incorporating oversight of all TIQ projects.
• Lead and coordinate the development of TIQ's annual budgets and PMO activities.

Stakeholder and outcome

• Provide high level strategic advice on financial management, strategic project and business performance to the Chief Executive Officer, Chief Operating Officer and Executive Leadership Team.
• Develop and maintain effective and constructive relationships with central agencies and key stakeholders.

Internal business

• Lead the centralised PMO Team to achieve success outcomes on behalf of the TIQ strategic projects with the stewardship of a clear methodology and framework for project/change management.
• Provide value add financial analysis and advisory services to all areas of the Agency, including business/procurement advice, financial capability development.

Learning and growth

• Engage employees to make TIQ a great place to work.
