Commercial Division is responsible for providing the Commercial Support required for Capability Acquisition and Sustainment Group (CASG) to deliver on the materiel acquisition and sustainment requirements of Government and the Australian Defence Force (ADF).
The Material Procurement Branch (MPB), within the Commercial Division, works with industry and the operational domains within CASG across the capability lifecycle to ensure commercial arrangements are practical and represent an appropriate sharing of risk.
Through provision of strategic and complex contracting and procurement support to CASG projects and System Program Offices (SPOs), MPB helps CASG to meet its objectives, maximise value for money and meet legislative and mandatory policy requirements.
MPB's approach to service delivery is centred on working collaboratively with SPOs as "one team" to deliver innovative commercial solutions and long term value for money for the Commonwealth. MPB provides support to CASG's complex commercial activities throughout the procurement lifecycle, including: engaging with customers to inform the development of innovative and tailored commercial strategies and plans through the Smart Buyer Process via early engagement with the market, encouraging competition, managing and allocating risk appropriately and maximising value for money; tailoring of tender and contract documents and procurement processes to give effect to commercial strategies and comply with Commonwealth requirements, manage robust tender evaluation, collaborative negotiation and efficient contract award processes to reduce the cost of tendering and maximise value for money; and providing strategic and targeted Commercial Support to high risk and strategic commercial activities and reforms across the entire procurement lifecycle.
Air Domain is responsible for all acquisition and sustainment business conducted in respect of aerospace systems including helicopters, tactical unmanned aerial systems, guided weapons, and the Joint Strike Fighter.
To support MPB Air Domain, Commercial Division are seeking a highly skilled Contractor to provide commercial and contracting support to client areas under the guidance of senior team members. MPB support is required for various Navy Aviation, Aircrew Training and Commons Branch projects and procurement and contracting activities, including but not limited to: Delivering a future Air Mission Training System (F-AMTS) for the Air Academy. The F-AMTS is to fulfil all Officer Aviation - Mission and Airborne Electronics Analyst (AEA) ADF Initial Employment Training (IET) needs. The Project has just completed the Invitation to Register (ITR) stage of the procurement process, and are developing the Request for Tender (RFT) pack which is expected to be released at the end of January 2023. Flight Recording and Locating Equipment (FR&LE) Support Contract As required by the Defence Aviation Safety Manual (DASM) and Defence Aviation Safety Regulations (DASR) ORO.85, the ADF FR&LE Section is established to support the Defence Aviation Safety Management System (DASMS). The support services provided by the ADF FR&LE Section and the incumbent logistics support contractor directly support the Defence Flight Safety Bureau (DFSB) incident and accident investigations. The ADF FR&LE Section is responsible for the management of ADF Flight Recording and Locating Equipment fitted to State Registered aircraft, Defence-leased civilian aircraft, and Unmanned Aerial System aircraft and ground control stations by providing Commonwealth stock item management, asset maintenance/repair/overhaul, recording analysis and interpretation services. The project is drafting the RFT for the new FR&LE support contract which is expected to be released in March 2023.
