Job Description
As Contract Management Advisor you will provide sound advice and support to staff throughout the organisation to close the gaps on all matters relating to Contract Management administration, from contract execution to the end of the contract lifecycle, including contract interpretation and processes associated with Contract Management to ensure contract supervisors/project managers understand their responsibilities in the delivery of best practice Contract Management.
You will be responsible for ensuring Council's Contract Register (within VendorPanel) is maintained accurately and you will also be a key support to the organisation to ensure contracts are effectively managed through the coordination and improvement of Contract Management practices.
You are also required to:
- Triage contract departures during the evaluation phase and ensure contracts prepared by Legal and contract supervisors/project managers are free from formatting errors, and contracts are executed via DocuSign in a prompt manner.
- Assist Coordinator Procurement & Contracts with creation of, and ongoing monitoring of a supplier performance management reporting environment, to ensure efficient and effective contractor performance management.
- Support go-to-market activities in relation to supplier management.
- Responsible for the release of contract related bank guarantees to contractors.
- Monitor Contractor's compliance within Rapid Global for the life of the contract.
- Frequently monitor expiring contracts and proactively engage with contract supervisors/project managers to ensure Deeds of extension are executed if options to extend apply, or the contract is closed out.
- Ensure lessons learned during the contract lifecycle are documented and recorded in Councils Contract Management System (VendorPanel).
- Act as an escalation point for the Procurement team with regards to Contract Management from execution to end of life processes, driving resolution in an efficient, transparent and timely manner.
You are based within our bright, modern and sustainable 311 Glenferrie Road office on the corner of High Street and Glenferrie Road in Malvern where boutique stores, cafes and health clubs are in abundance. From the office you can easily walk to Malvern Gardens, High Street Armadale or Glenferrie Road. Malvern and Armadale Train Station are a short walk away and tram stops are out the front of the building.
Desired Skills and Experience
- Minimum 3 years' demonstrated experience in Contract Management, including managing contract-based risks and issue to successful resolution, with the ability to interpret and apply varying policies including Council's Procurement Policy, and legislation to individual contracts.
- Excellent attention to detail, administrative and organisational skills with demonstrated ability to multi-task, set and operate within tight schedules, problem-solve and thrive in a small team under pressure.
- Proficiency in managing projects and facilitating positive and effective professional relationships with a diverse range of stakeholders and organisations.
- Excellent facilitation and negotiations skills to ensure value for money solutions for Stonnington City Council.
- Enthusiasm, drive and commitment to working with the Procurement team to educate and ensure efficiencies in procurement and Contract Management.
- Experience operating with a computer-based Contracts Compliance Management System.
- Sound knowledge of relevant Local Government Legislation, policies, procedures and guidelines for procurement processes and activities, with the ability to accurately interpret and apply all relevant policies and legislation to individual contracts (highly desirable).
