Job description

We have an exciting opportunity for a Data Insights Lead to join our future focused and rewarding organisation.  This role reports to the Executive Director, Strategic Commissioning and is a key member of the Commissioning Team. 

Darling Downs and West Moreton PHN is a not for profit organisation that works at a regional level to achieve improved whole of system health care. 

Our key objectives are to:

  • increase the efficiency and effectiveness of health services for patients—particularly those at risk of poor health outcomes, and
  • improve coordination of care to ensure patients receive the right care, in the right place, at the right time.

Our PHN achieves this by working with local health care stakeholders and community to:

  • fund programs and services based on local health needs;
  • support primary health care professionals, like GPs, general practice staff and allied health professionals, to improve the care they provide to their patients; and
  • support the development of a local sustainable health care workforce.

About the role:

As the Data Insights Lead you will be tasked with a wide variety of responsibilities that assist with the continual maturity of the organisation including but not limited to:

  • Operationalising the Performance and Outcomes Framework in the context of commissioned programs to ensure that effective monitoring, evaluation and learning are embedded across all services and initiatives in consideration of our funders’ data monitoring and KPI requirements, DDWMPHN’s strategic priorities and program specific objectives.
  • Leading the ongoing development of data maturity and continuous quality improvement initiatives for external and internal stakeholders to optimise quality use of data to inform strategic and operational commissioning activities and advise commissioned program teams in relation to performance metrics, data collection and reporting. 
  • Enabling the implementation and ongoing development of the data management system, providing a bridge between the system vendor and internal stakeholders aligned to the governance structure

Key purpose of the role:

  • Implement the DDWMPHN Performance and Outcomes Framework, embedding effective monitoring, evaluation and learning practice within commissioned programs.  This includes building internal capability around development and application of program logics and KPIs and working towards commissioning for outcomes. 
  • Drive the development of a core suite of KPIs and measures, ensuring that these are applied consistently across commissioned programs, whilst working with the data management system vendor to ensure the system is configured to capture and report on the required information and data. 
  • Support the benchmarking and baselining of KPI targets to ensure commissioned activities represent high quality and a strong value proposition. 
  • Apply expert knowledge in the collection, validation, storage and analysis of program and other data, including delivering training to internal and external stakeholders in relation to datasets.
  • Lead initiatives and activities to improve data maturity across program teams and service providers. 
  • Lead the implementation and coordination of the data governance structure and maintain accurate records for each of the governance groups, including central oversight of the living work plan. 
  • Lead and/or participate in data system development projects and work packages as relevant.
  • Oversight of the data management system vendor contract and performance monitoring. 
  • Develop and maintain effective relationships with internal and external stakeholders including the Data Management System vendor, other PHNs, service providers and health system partners, with a particular focus on performance improvement, data maturity and quality use of supporting systems.
  • Support DDWMPHN to ensure client privacy and confidentiality, and data security are maintained throughout commissioned activity.

Required Attributes:

  • Highly developed operational and strategic understanding of the application of key data sets across a range of primary health contexts, for example mental health, suicide prevention, alcohol and other drugs, chronic conditions, aged care, and multicultural health. 
  • Highly developed IT skills including Microsoft Excel, data analysis programs and business intelligence tools, with the willingness to develop competence in new technologies and software packages.
  • Experience in leading, managing and coordinating data governance, quality improvement, and project implementation processes.
  • Ability to analyse, interpret and transform complex and large amounts of qualitative and quantitative information, identify, and communicate key understandings and insights.
  • Understanding of national and statewide directions in primary health services reform, policy, planning, funding, and delivery
  • Highly developed interpersonal skills, excellent written and verbal communication skills including the ability to convey technical concepts to a non-technical audience.
  • Demonstrated experience working collaboratively with leadership and staff within and across teams to achieve organisational outcomes, and an ability to be flexible and adapt to changing work priorities.
  • Exceptional organisational skills with proven ability to work independently as well as part of a team and deliver outcomes on time.
  • Tertiary qualification and/or relevant work experience in public or population health, evaluation, statistics or data science.
  • Highly developed understanding of data maturity and governance, including investigative and technical skills in the analysis, interpretation, reporting and presentation of data and information relating to health services need, supply, utilisation and effectiveness.
  • Highly desirable: knowledge and understanding of trends, developments and issues in primary health care, particularly related to health data.
