About the Role:
The main goal of this position is to oversee the design of intricate projects and capital works renewal across various project stages. This is crucial for ensuring the smooth progress and delivery of landscape architectural and urban design projects overseen by the City Services division. One of the major challenges faced in this role is to infuse enthusiasm and high design standards into the Council's projects. Additionally, there's a responsibility to support the implementation and enhancement of policies and practices, with the aim of notably enhancing the public realm of the community.
Key Responsibilities:
- Concept Design and Feasibility: Develop concept designs and feasibility studies for projects, advising internal clients on issues, alignment with project objectives, design standards, initial cost estimates, and program advice to support the formulation of Capital Works programs.
- Multi-discipline Design Program Management: Oversee a multi-discipline design program for the delivery of public domain assets. This includes preparing briefs for external contractors for complex landscape and urban design projects, managing quotations in accordance with policies, procedures, and participating in the selection of consultants.
- Project Brief Development: Collaborate with the delivery team and internal clients and stakeholders to develop project briefs, ensuring alignment with time, cost, scope, and quality objectives, and ensuring project delivery within these parameters.
- Contract Management: Engage with the design and construct contracts, monitoring the performance of consultants and contractors, ensuring adherence to time, cost, compliance, risk, quality control, and reporting requirements. Take remedial action when necessary.
- Compliance and Liaison: Liaise within the Unit and with other divisions and staff to ensure project compliance with policies and practices regarding design, sustainability, heritage, accessibility, detail, materials, and maintenance.
- Policy Communication and Contribution: Communicate policies and practices related to the public domain within project teams and across the organisation. Contribute to the ongoing evolution and improvement of public domain policies, specifications, and practices.
- Operational Systems Adherence: Commit to and operate in accordance with the Unit's operational systems, including project management and document management systems and procedures. Contribute to the ongoing evolution and improvement of the unit's systems and processes.
- Tertiary Qualifications: Hold tertiary qualifications in Landscape Architecture or a related discipline. Additionally, either be registered or eligible for registration as a member of the respective professional association.
- Substantial Experience: Have significant experience in designing and delivering complex public domain or urban design projects in either the public or private sectors. This includes understanding the intricacies of designing and constructing public spaces, managing multi-disciplinary teams, client liaison, feasibility studies, design development, community consultation, development applications, documentation, construction, and certification processes.
- Project Management Skills: Demonstrate proficiency in project management processes and tools, including programming, monitoring, reporting, and quality management systems. This should involve coordinating various aspects of complex projects such as design, engineering, planning, traffic management, heritage preservation, contamination control, and horticulture.
- Knowledge of Heritage, Sustainability, and Environmental Issues: Possess a thorough understanding of heritage preservation, sustainability principles, and environmental concerns. This includes expertise in materials selection, performance assessment, and detailing to achieve desired project outcomes.
- Capacity for Managing Multiple Projects: Showcase the ability to concurrently manage multiple asset renewal and complex design projects. This involves setting and monitoring priorities to meet design milestones and cost parameters in a dynamic and high-volume work environment.
