Development Manager – City Revitalisation & Renewal

  • Permanent full-time position, 35 hours per week
  • Salary from $145,446.63 to $157,431.86 per annum plus 11% superannuation

About the role:
Reporting to the Executive Manager City Revitalisation & Renewal, this role will assist with the delivery of end-to-end urban renewal and development projects on Council owned and/or controlled land and other property related functions and activities relating to development, divestment and acquisition of property.

In this position you will:

  • Manage and assist with the delivery of end-to-end urban renewal and development projects on Council owned and/or controlled land as identified in the biennial Statement of Development Intent and other property related functions and activities relating to development, and divestment and acquisition of property.
  • Manage and assist with the provision of feasibility studies (including cost/benefit analysis and relevant financial metrics, environmental scans and analysis, scope definition, value proposition, spatial and/or concept design, and options analysis) through to project financing, delivery methodology, design, construction, and handover across a broad range of development typologies such as commercial, mixed use, residential, through to cultural and community uses, public domain and open space improvements.
  • Work with other sections of Council (i.e., City Governance, Finance, Project Management Office (PMO), Assets, City Strategy and Outcomes, City Life etc) to ensure projects receive appropriate inputs and review to pass internal approval gateways and assist in providing a management recommendation on the viability of the development proposition.
  • Preparation of detailed project development plans (PDP) defining scope and deliverables, objectives, resources, financial costs, delivery mechanisms (i.e., BOOT, D&C, Ground Lease, PDA’s etc) as required to deliver the project through to occupancy and/or sale.
  • Work closely with the Senior Development Manager, Executive Manager and key stakeholders to assist and support the development of innovative and catalytic solutions that reinforce the aspirations of Council to deliver long-term sustainable growth by stimulating profitable urban renewal and development in key locations and sites.

Assist and support internal and external stakeholder management to investigate and provide quantifiable rigour to validate and deliver development that supports Councils revitalisation and renewal strategies.This is an exciting opportunity to have a real impact on the community of Campbelltown and the experience of its residents and visitors.

To be successful in your application you will demonstrate:

  • Qualification in Property, Planning, Project or Construction Management, Development or similar / related disciplines and relevant experience in property or development fields; or an equivalent combination of relevant experience and /or education and training.
  • Knowledge of development, property / construction, commercial and financial matters with experience in the investigation, analysis and development of project feasibility and related project definition plans for significant capital works.
  • Demonstrated experience in project management, ability to apply project and contract management knowledge, experience and skills and an understanding of the requirements to meet statutory and compliance requirements applied to the building industry.
  • Demonstrated experience in communicating clearly and persuasively, adapting style and message according to the needs of the audience and the ability to formulate studies, reports and documents that are clear, concise and effectively address complex and sensitive issues and the ability to facilitate meetings and events, consult, negotiate and liaise effectively.
  • The ability to build collaborative and consultative relationships with stakeholders and cross-disciplinary teams.
  • Demonstrated ability to work in a team, including respecting differences, leading, supporting others, accepting direction, and working to achieve agreed objectives and goals.
  • Demonstrated resilience, well developed organisational skills and the ability to cope effectively with pressure, meet deadlines and work objectives, while sustaining high levels of effort and energy, together with the ability to accept changes in priorities and adapt quickly to the changes.
  • Demonstrated ability to apply advanced levels of computing skills in Microsoft Suite, InDesign, and other relevant software experience is desirable such Adobe Suite, AutoCAD, Sketch Up.
  • Current Class C Drivers Licence.
