BACKGROUND
In Australia, barriers to understanding the continuum of care exist because health data are collected and managed by different levels of government and private organisations. This fragments the view of the patient journey as patients move between primary care and acute care services.
Several Australian state and territory health departments are pursuing Data Linkage initiatives to help overcome these barriers. For example, the NSW Lumos initiative uses privacy preserving record linkage to link data across primary, ambulatory and acute care, creating a state-wide data collection of patient journeys across the health system. This can be used to inform service design and system improvement. Related initiatives include TasLink in Tasmania and the Queensland Health ATHENA project.
In October 2023, Australian federal, state and territory Health Ministers and Chief Executives approved a design phase for National Data Linkage that will enable cross-jurisdictional and federal–state data exchange to provide a whole of health landscape view of patient journeys. The initiative will follow a ‘hub and spoke’ model leveraging the benefit of existing jurisdictional Data Linkage activities where possible.
The National Project team is hosted by NSW Health, but applicants do not need to reside in NSW to apply. Team members not resident in NSW will be required to work remotely. Some interstate travel will be necessary in this role independent of where the Director, National Data Linkage Project, is based.
In collaboration with the Australian Government Department of Health and Aged Care, the Director, National Data Linkage Project will have overall responsibility for the delivery of a National Data Linkage data asset design blueprint and business case within a strict schedule. The Director will drive consultation, design and project management of the design phase, including under the five design domain areas:

• Domain 1. Scope of the data asset
• Domain 2. Data sharing governance
• Domain 3. Privacy and legal
• Domain 4. Data management and technology
• Domain 5. Funding and execution of establishing the data asset

About the Role
The Director, National Data Linkage Project provides professional and organisational leadership and strategic evidence-based advice and support to ensure delivery of project outputs, in alignment with the priorities of Health Ministers.
The position is for a maximum of 16 months from role commencement. A final business case for implementation of a National Data Linkage asset is due to Health Ministers in August 2025.

Selection Criteria * Tertiary qualifications in a relevant discipline, Economics, Business Management, Accounts/Finance or equivalent, and extensive experience and record of achievement in leading, driving and managing state-wide improvement strategies. This includes expertise and specialised knowledge in the area of health care program monitoring and evaluation.

• Demonstrated leadership skills including extensive experience developing, managing and supporting multidisciplinary teams from multiple settings monitoring and ensuring achievement of performance objectives, coaching and advising staff, and fostering a collegial, professional work environment.
• Demonstrated superior stakeholder management, influencing and negotiation skills including extensive experience leading, persuading, motivating and negotiating at senior levels; actively developing strategic partnerships; and engaging and influencing key stakeholders to adopt and implement methodology and initiatives.
• Demonstrated superior conceptual and analytical skills including demonstrated experience interpreting complex information from numerous sources, preparing analysis and reports, pro-actively identifying issues and resolving complex issues by formulating pragmatic, innovative and business-focused solutions.
• Exceptional analytical skills and demonstrated ability to interpret complex information rapidly and accurately and provide innovative solutions to complex issues.
• Demonstrated high level experience in leading program evaluations to support statewide strategic initiatives.

All NSW Health workers are required to have completed a primary course (2 doses) of a Therapeutic Goods Administration (TGA) approved or recognised COVID-19 vaccine (except for the Janssen COVID-19 vaccine which is approved by the TGA as a single dose primary course). New applicants must have completed the vaccination course prior to commencement with NSW Health, or provide an Australian Immunisation Register (AIR) Immunisation History Statement certifying the worker cannot have any approved COVID-19 vaccines available in NSW.
Acceptable proof of vaccination is the Australian Immunisation Register (AIR) Immunisation History Statement or AIR COVID-19 Digital Certificate. Booster doses are highly recommended for all health care workers who have completed the primary course of COVID-19 vaccinations.
