Job description

As a senior leader in a small, high-profile and dynamic agency, the successful candidate will have opportunities to shape and deliver, independence to engineer meaningful change and the influence to make measurable impact. The successful candidate will be supported and empowered to deliver outcomes. You will work with like-minded colleagues and lead a dynamic team to implement the Office's physical security, Property and Heritage Management Plans, embed best-practice into security management, property maintenance, project delivery and environmental management for two heritage listed Official Residences (Government House, Yarralumla and Admiralty House, Kirribilli).
Your in-depth knowledge and practical experience in contemporary physical security, Property and project management practices, processes, equipment and technology will add to the Office's capabilities. Your strong understanding of current legislation, Commonwealth and APS policies and processes, procurement and budget management, and reporting requirements will help ensure compliance and reduce complexity for staff.
This is a unique opportunity for an experienced professional to make a valuable impact to a small agency, to be a strategic leader, and hands on in delivering long-term improvements and sustainable property outcomes. Limited travel, including overnight, to Admiralty House, Kirribilli may be required.

The key duties of the position include
1. Leadership and Strategy:
  • Contribute to leadership of the Office as a member of the Senior Leadership Team and support of whole of Office initiatives and activities.
  • Advise senior management on physical security and property performance and risks; provide advice and support to senior leaders on physical security and property management; and provide thought leadership and guidance on physical security and property-related matters.
  • Through collaborative leadership, motivate, build, and inspire the team; set clear goals and expectations and drive a culture of innovation and continuous improvement.
  • Develop engagement, trust, and respect to work effectively with stakeholders including the Department of the Prime Minister and Cabinet, the Department of Finance, National Capital Authority, the Australian National Audit Office, internal audit providers, and other agencies.
2. Property Management and Maintenance:
  • Oversee the day-to-day operations of the Property Maintenance and Horticultural Operations teams including the management of budgets and resources.
  • Manage and deliver the requirements of the Property Management and Heritage Management Plans.
  • Build and maintain strong relationships with vendors and partners, and negotiate necessary contracts and agreements.
  • Develop budgets and resource allocations and manage outcomes within those parameters.
3. Physical Security management
  • Deliver the requirements of the Security Management Plan.
4. Heritage and Environmental Management:
  • Deliver the requirements of the Heritage Management and Net Carbon Zero Plans.
  • Ensure conformity with legislative requirements.
5. Project Delivery:
  • Develop the Property Works Program; oversee the stand-up and delivery of property projects, ensuring that they are delivered on time and within budget.
  • Engage with risk by identifying, monitoring and managing risks and implementing mitigations to support delivery of outcomes.

We are seeking a candidate with a passion for property, an innovative mindset, and a deep understanding of Property and project management practices. The successful candidate:
  • Plans, prioritises and takes accountability for delivering within agreed (sometimes urgent) timeframes and budget. Measures and evaluates the team's impact on the Office's properties and outcomes.
  • Knows the relevant Commonwealth and APS Property and project legislation and policies that underpin the portfolio.
  • Is committed to learning and actively collaborating with property colleagues, stakeholders, networks, suppliers and clients.
  • Has a demonstrated achievement of leading a high performing team and building capability, with evidence of collaboration that encourages new ideas, builds trust, and provides support for the development of emerging skills.
  • Leads with empathy to coach, influence, provide support and advice to managers and leaders (including senior leaders) to navigate complex and high risk matters. Confidently manages a diverse team providing a strong sense of purpose and direction.
  • Drives continuous business improvements, including identifying innovative solutions to deliver efficiencies. Seeks out best / leading practice approaches and adapts these into practical solutions that are fit for the Office's operating environment.
  • Communicates openly and effectively and builds strong professional relationships with staff, stakeholders and clients at all levels and across boundaries together with superior interpersonal, negotiation and influencing skills.
  • Proven track record in project management and delivery.
  • Demonstrated integrity, judgement and flexibility.

  • Property Management Plan.
  • Heritage Management Plan.
  • Net Carbon Zero Strategy.
  • Property Works Plan.
  • Security Management Plan.
