POSITION CONTEXT
The Disability Services Manager is part of the Disability Services Team of Mawarnkarra Health Service. The Service objective is to provide holistic, primary health care services to the Aboriginal and Torres Strait Islander families and those who call Roebourne and surrounds home.

CONDITIONS OF EMPLOYMENT
37.5 hours per week Monday to Friday 8:30am to 4:45pm with 45 minutes (unpaid) for lunch daily. You are to be ready for work no later than 8:30am daily. Other conditions of employment are identified in your contract for employment.
All Mawarnkarra employees are required to comply with all policies in force at the time of commencement of employment and those implemented from time to time. As part of the orientation program, employees are required to sign declarations and agreement pursuant to policies of the Health Service.
POSITION OBJECTIVE
The role of Disability Services Manager is to develop, manage and implement a Disability Services program for Aboriginal and non Aboriginal people within the Mawarnkarra Health Service area for Mawarnkarra Health Service. To undertake and perform the role of Evidence, Access and Coordination of Planning within the NDIS program. To lead the Community Connectors and Disability Advocacy Officers to ensure objectives are met.
SKILLS,EXPERIENCE AND ATTRIBUTES
• Known and accepted knowledge of disability
- NDIS business management experience including a thorough understanding and experience working within participant funding and organisational budgets
- Knowledge of services and supports for those with disabilities
- Ability to develop, implement and oversee the Disability Services program

DUTIES
Develop, manage and implement a Disability Services -program for Aboriginal and non Aboriginal people considering :
- Manage the NDIS service provider activity under the guidance of the CEO.
- Ensure the financial sustainability of the Disability Services programs
- Development of outcomes to determine program success, working with the Business Development Manager and Chief Finance Officer in regards to reporting requirements
- Measurement and reporting of the program, working with the Business Development Manager and Chief Finance Officer in regards to reporting requirements
- Access to the NDIS scheme and maintain certification of the organisation
- Identification and development of service providers within the Mawarnkarra Service Area, including Mawarnkarra Health Service
- Required services to support patients with a disability
- Consideration of other requirements to ensure a quality Disability Services program
Evidence, Access and Coordination of Planning for the NDIS in the Mawarnkarra Service area Roebourne and surrounding areas: - Facilitate Scheme eligibility testing, access and coordination of plan build
- Be a key point of contact for potential participants and families as well as the Agency working in and alongside (as relevant), community connector and NDIA staff
- Facilitate and establish relationships with people with disability and families and service providers in community working in and alongside (as relevant), community Connector and NDIA staff
- Assist community members to test their eligibility for the NDIS and support the Participant
- Pathway process working in and alongside (as relevant), community connecteer and NDIA staff
- Facilitate the access process via identification and collation of documented information and evidence requirements working in and alongside (as relevant), community connectger and NDIA staff
- Facilitate and coordinate meetings and sessions between participants, relevant stakeholders, community connector/s and NDIA staff that address access requirements and plan builds
- Facilitate and coordinate local linkages with the local health clinic, community, school and other community based service organisations working in and alongside (as relevant), community connectger and NDIA staff
- Develop template documentation that may assist with eligibility for the NDIS
Lead and manage Community Connectors: - Develop a thorough understanding of the role and requirements of Community Connectors
- To ensure the engagement of Indigenous local Community Connectors who have knowledge of cultural, community and spoken language skills of the community they will assist
- Develop resources to assist the Community Connectors with their work
- Develop with Community Connectors a work plan to identify potentially eligible community members and to increase awareness of the NDIS within their community
Lead and manage Disability Advocacy Officers - Develop a thorough understanding of the role and requirements of Disability Advocacy Officers Develop resources to assist the Disability Advocacy Officers with their work
- Develop with Disability Advocacy Officers a work plan to identify potentially eligible community members requiring advocacy
Quality improvement - Participate in the quality improvement program and accreditation
- Assist and recommend improvements within Disability Services and the organisation as a whole
- Assist with managing improvement modules as required within the Disability Services team
Professional responsibilities: - Maintain the highest standards of professional conduct
- Work collaborative with the senior managers of MHS and participate in senior managers meetings
- Participate in and contribute to the fulfilment of operational needs of the organisation as they arise, including providing specialist advice in the Disability Services space
- Demonstrate leadership in maintaining a safe working environment to the standard expected
- Other duties as directed by the CEO
EDUCATION
Knowledge on NDIS Practice Standards
Attend and participate in the professional development program required within the NDIA funding agreement and relevant external seminars and conferences, as approved.
Must have one of the following qualifications or demonstrate the appropriate level of experience;
- degree with substantial experience; post graduate qualification; associate diploma with substantial experience (attained through previous appointments, service and/or study with a combination of experience, expertise and competence sufficient to perform the duties required at this level)
OTHER RELEVANT INFORMATION
Performance will be appraised on an on-going basis and formally at the first 3 months and annually thereafter.
Consent to undergo a Working With Children Check and a National Police Certificate.
Employment is conditional pending the outcome of these checks. Current Drivers Licence Current CPR Certificate COVID-19 Vaccinated (triple vax as per the WA Government mandate for all health care workers)
All employees are subject to regular random drug and alcohol testing.
Must hold a current NDIS Worker Screening
Must hold a current Drivers Licence
