- This program is the first of its kind in Australia. The National Disability Insurance Agency has recognised the unique challenges of service provision in very remote areas and has partnered with TCHHS to establish Early Childhood Approach (ECA) services for communities in the Torres Strait and Northern Peninsula Area (NPA).
- The Early Childhood Approach (ECA) is a component of the National Disability Insurance Scheme (NDIS) In which children aged 0-9 years who have a developmental delay or disability can access early intervention supports as well as long term disability supports where eligible.
You will be assessed on your ability to demonstrate the following key capabilities, knowledge and experience, the ideal applicant will be someone who can demonstrate the following:
- Demonstrated extensive experience in Early Childhood education including:
- High level knowledge and understanding of Early Childhood development and milestones and experience in an Early Childhood education setting.
- Ability to identify and assess developmental delay and disability as per the NDIS Early Childhood best practice principles in an Aboriginal and Torres Strait Islander cultural environment.
- Ability to work independently and as part of a transdisciplinary team to problem solve complex cases where adaption of standard processes is required.
- High level knowledge of the Early Years Learning Framework for Australia and its application to meet the needs of Aboriginal and Torres Strait Islander children living in remote communities.
- Understanding of disability, child development and impacting social determinants, Early Childhood approaches, NDIS, and primary health models of care for Aboriginal and Torres Strait Islander people and rural and remote communities.
- Demonstrated high level interpersonal, communication and technology skills including Microsoft Office suite
- Base comprising salary between $3,848.70 to $4,101.00 per fortnight
- Generous employer contribution to superannuation (12.75%)

Appointment to this position requires a minimum Diploma in Early Childhood Education, whilst not mandatory a Bachelor's Degree in Early Childhood Education is highly desirable. Certified copies of the required information must be provided to the appropriate supervisor/manager prior to the commencement of duties.
To perform this role, it is essential that the person who holds the position be an Aboriginal or Torres Strait Islander person. It is therefore a genuine occupational requirement under section 25 of the Anti-Discrimination Act 1991 that applicants are Aboriginal or Torres Strait Islanders.
An Aboriginal and/or Torres Strait Islander person is a person who:
- identifies as an Aboriginal and/or Torres Strait Islander person; and either.
- is of Aboriginal and/or Torres Strait Islander descent; or
- is accepted as an Aboriginal and/or Torres Strait Islander person by the Aboriginal and/or Torres Strait Islander community in which he or she lives.
