Job description

The Role

Hudson has partnered with a high-profile government department seeking the services of an EL 1 Infrastructure Procurement Specialist with experience in infrastructure procurement, contract management and project delivery and is capable to drive development and delivery of the program's infrastructure components, including develop and execute infrastructure specific procurement and funding pathways, establish and manage contracts and budgets, and to report on projects' progress.

Duties:

  • Gain a working knowledge of policy objectives of the program and ensure their clear representation in all infrastructure related project plans, procurement and contract documentation.
  • Maintain, review, update and implement procurement and budget decisions and documentation processes related to the infrastructure component of the Program, including but not limited to:
  • Engaging of CM/PMCAs for Program's infrastructure projects.
  • Managing procurement/grant processes.
  • contact management and milestones reports.
  • contract variations (as required).
  • payment of invoices.
  • setting up and monitoring reporting requirements.
  • identifying pricing/funding models and assessing financial rigour/viability of proposed investments.
  • conducting risk assessments; and
  • monitoring and evaluation-related tasking (when required).
  • Plan, allocate and monitor resourcing and budget for the infrastructure projects across the Program life cycle as required, in close coordination with relevant teams.
  • Ensure any amendments/revisions of procurement-related material reflects program's needs, aligning with departmental priorities and complying with applicable legislation, regulations, policies, guidelines, reporting obligations and procedures (e.g. PGPA Act, CPRs, FFSP Act).
  • Identify gaps in policies, guidance and templates as they relate to the program and propose solutions to resolve any gaps in consultation with appropriate business areas.
  • Propose innovative solutions or new approaches to improve useability of any procurement documents and create efficiencies in the procurement processes.
  • Liaise and collaborate with key internal and external stakeholders to consult on infrastructure project plans, scope and related procurement processes/documents.
  • Actively consider very complex risks associated with the infrastructure procurements and project delivery
  • Identify, anticipate and prioritise relevant procurement and delivery issues based on their alignment to government objectives, their impact on relevant stakeholders (internal and external) and their compliance to relevant legislation, regulations, policies and processes.
  • Where possible, identify and mobilise ways to improve the efficiency and effectiveness of infrastructure procurement processes for the program within the architecture of the existing procurement/grant framework.
  • Implement all changes including seeking relevant approvals and preparing communications to notify stakeholders.
  • Design, implement and maintain procurement and contact management reporting strategies that align with legislative, regulatory and policy requirements. These strategies/processes must facilitate regular updates for management reporting purposes.
  • Actively build, maintain and facilitate engagements with a wide network of stakeholders (both internal and external) to deliver infrastructure investments under the program. Stakeholders may include internal departmental contacts (including at relevant Desks and Posts) and representatives from other Australian government agencies, partner institutions and suppliers.
  • Coordination of shared tasks with other team members including contractor(s.
  • Undertake other ad hoc program-related tasks as required
