The Aged Care Quality and Safety Commission (the Commission) was formed on 1 January 2019. The role of the Commission is to protect and enhance the safety, health, wellbeing and quality of life of people receiving aged care.

The Commission is the national end-to-end regulator of aged care services and the primary point of contact for consumers and providers in relation to quality and safety. Our vision is to support a world-class aged care system driven by empowered consumers who enjoy the best possible quality of life.

We aim to build confidence and trust in aged care, empower consumers, promote best practice service provision, promote quality standards and hold providers to account for their performance against the expected standards of care. We seek to promote an aged care system that develops safer systems of care, inculcates a culture of safety and quality, and learns from mistakes, while providing the oversight that can assure the community that aged care services are operating as they should, including working on continuous improvement.

Position Description

The work of the Sector Capability and Regulatory Strategy Division (SCRSD) is vital to the purpose of the Commission to protect and enhance the safety, health, well-being, and quality of life of aged care consumers. We are leading the Commission’s readiness program to support the implementation of the government’s aged care reform agenda including the implementation of the new Aged Care Act, regulatory framework and strengthened Quality Standards

Communication, sector education, engagement and our media presence play a key part in the Commission’s regulatory strategy through the prevention of harm. Our work supports older Australians to know what to expect from their care experience and helps providers understand their regulatory obligations. Importantly we are also playing an increasing role in supporting uplift in sector capability including helping the sector to prepare for the aged care regulatory reform program and building governing body capability through the Governing for Reform in Aged Care program. 

We design the regulatory strategy and the operational policies that set the strategic direction and guide the delivery of our regulatory operations. We produce high value intelligence, analysis and data that supports risk-based regulation and timely decision making. We support whole of Commission responses to risk issues through the development of regulatory policy responses and delivery of campaigns. We facilitate sector performance through sharing information with providers and consumers including service compliance ratings, sector performance reporting and insight reports. We build transparency and trust in the Commission through reviewing regulatory decisions.

Purpose of position:      

The Executive Officer provides leadership in coordinating the activities of the SCRSD. The Executive Officer supports the Assistant Commissioner to ensure activities across the group are coordinated and integrated appropriately with the broader activities of the Commission.

The successful applicant must have excellent leadership skills, a well-developed understanding of SCRSD’s role and its place within the Commission’s regulatory framework. Excellent communication skills, strong attention to detail and ability to manage competing deadlines, combined with superior analytical and organisational skills, the ability to work collaboratively with colleagues across the Commission and build a positive team culture.

Position Duties

The Executive Officer to the Assistant Commissioner is primarily responsible for:

  • Providing leadership in coordinating activities across Sector Capability and Regulatory Strategy Division on behalf of the Assistant Commissioner, involving the appropriate staff and stakeholders for increased effectiveness of the group
  • Co-ordinating and drafting division input into briefings, senate estimates, ministerial briefings and other requests for input/information
  • Supporting the Division’s leadership team with the day-to-day operations of the division and ensure risks are managed and work undertaken in accordance with agreed priorities and requirements
  • Facilitating the delivery of accurate and timely agenda and minutes including the coordination and management of the reporting actions and oversee the provision of secretariat support and planning for SCRSD’s meetings
  • Support the Assistant Commissioner, and Executive Directors to manage and monitor the division’s budget including tracking and reporting on budgets, project expenditure, procurement and workforce plans
  • Preparing and coordinating through relevant staff, organisational activities requiring participation, involvement, or responses by the Assistant Commissioner, including presentations and participation in events
  • Resolving enquiries referred to the Assistant Commissioner and preparing written responses
  • Liaising and negotiating as required, to make internal and external recommendations
  • Providing a high-level of customer service to both internal and external stakeholders with respect to the Assistant Commissioner’s operational requirements
  • Develop and deliver strategic projects for the group as required
  • Working in close collaboration with the Executive Assistant to the Assistant Commissioner
  • Represent the Assistant Commissioner in a professional, respectful, and courteous manner, developing and enhancing relationships with key internal and external stakeholders

Position Eligibility Requirements

  • Demonstrated experience in a public sector role and understanding of the Commission’s role as an end-to- end regulator
  • Proactive ownership of the role, identifying opportunities to make a difference to SCRSD and the Commission
  • Demonstrated ability to effectively manage interpersonal relationships with respect and communicate with influence with internal and external stakeholders
  • Capacity to work in a busy environment, working with competing priorities and ability to effectively manage and prioritise workload to deliver agreed outcome
  • Highly developed written and oral communication skills and demonstrated ability to communicate information coherently and concisely to a range of audiences including drafting correspondence, reports, briefing, meeting records and presentations
  • Demonstrated strategic, planning, analytical and problem-solving skills, including the ability to assess and manage risk
  • Understand and actively demonstrate the APS Code of Conduct and Values.

Position Notes

Salary offered will be between $109,853 and $125,288 per annum depending on skills and experience. In addition, 15.4% superannuation will be paid.

*Note: these figures do not include the newly agreed APS Enterprise Agreement bargaining pay offer.
