About usAs a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.
Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service (FRS), disaster management services, the Rural Fire Service (RFS) and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.
Training Support Services is responsible for corporate Support Services in the delivery of training and the operations of Queensland Combined Emergency Services Academy (QCESA) through various functions providing logistical coordination; financial, human resource, asset and fleet management; RTO; curriculum and digital learning services. We provide business support to the FRS and RFS management teams in the development, implementation and monitoring of ongoing strategies, policies, procedures and systems, which is achieved by ensuring the best utilisation of the facility.
Reporting to the Director, you will be responsible for leading and managing a multi-disciplinary team including QCESA administrative operations, curriculum development, RTO and digital learning functions within the appropriate financial and human resource delegations and drive effective and efficient business services. You will manage and oversee the functions of providing essential Support Services, such as bookings coordination, facilities, logistics, equipment, fleet, financial and HR management, and contract management in support of the day-to-day activities and capabilities of management teams to ensure the safe and efficient operation of QCESA.
Highly desirable requirements
- Knowledge or experience in property-based operations and facilities management.
- Sound understanding of benefits realisation and project management concepts.
- Sound knowledge of contract management principles and practices.
- Tertiary qualifications in business management or relevant transferable experience would be desirable.
Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:
- Lead and manage the strategic development, review and implementation of programs and systems to ensure business operations and facilities management meets operational service delivery needs and business objectives.
- Manage the provision of curriculum, RTO compliance, digital learning and academy business services to internal and external clients in accordance with agreed services levels and governance structures.
- Manage strategic capital planning, maintenance, repair and replacement programs for QCESA operations including built assets and training facilities, training fleet and digital learning hardware.
- Manage the development, implementation, monitoring and review of relevant procedures, guidelines and projects that support best practice and meet government regulations, health and safety standards and energy efficiency requirements.
- Provide high-level advice and reporting to senior management relating to QCESA issues and impacts, and provide recommendations for continuous improvement to support decision-making and enhance academy operations.
- Manage, prepare and review complex reports, briefs, submissions, and correspondence relating to QCESA operations in accordance with department requirements and governance.
- Develop and maintain effective working relationships and partnerships with internal and external stakeholders to consult on significant projects, negotiate with external contractors and ensure positive outcomes for the delivery of services and safe academy operations.
- Lead and manage the functions of multi-disciplinary teams, through effective human resource, budget and financial management practices, including developing staff through performance planning and review.
