Aurukun Shire Council (ASC) is an Indigenous community located approx. 800km northwest of Cairns that has a population of around 1400 people. Council provides a variety of services to the community that include provision of education, health, community, and welfare services; operation of airport, postal agencies; development and maintenance of roads and housing.
About the Role
Do you have strong financial management skills and are looking for a new challenge at Senior Management level? Aurukun Shire Council is seeking a suitably qualified person to work in our Cairns Office, to manage the delivery of all financial and accounting services to the Council, including long term financial planning, annual budgeting and annual financial reporting.
The person we are looking for should preferably have at least three years of experience within Local Government or the public sector and degree qualifications in Accounting plus CA / CPA.
Key Accountabilities
- Experience in financial management including long term financial planning, budgeting and preparation of annual statements, and an ability to provide practical and legislatively compliant financial solutions to emerging and changing financial requirements.
- Experience in reviewing and developing financial policies in line with Council and legislative requirements.
- Experience in leading teams to achieve agreed outcomes, operational goals and contributing to a positive work culture.
- Strong interpersonal and communication skills, including verbal, written and negotiation skills.
- Well-developed skills in Microsoft Word, Excel and Outlook.
- Capacity to demonstrate a high level of commitment to interact positively with a remote Aboriginal community.
Selection Criteria
- Manage the financial operations of the Council to ensure compliance with all legislative requirements and to required accounting standards
- Tertiary degree qualifications in Accounting plus CA / CPA essential
- Manage the process for the requirement of long term financial planning and annual budgets in compliance with relevant regulations and standards and to provide budgetary information in meaningful and easily understood formats for Council and employees
- Co-ordinate the production of Council's annual financial statements and legislative reports as required by legislation and regulations within the required timeframes
- Manage and provide meaningful and timely reports to Council departments to enable operational compliance and manage departmental budgets
- Demonstrated experience to review and develop financial policies in line with Council and legislative requirements
- Knowledge and understanding of Aboriginal and Torres Strait Islander cultures, with ability to communicate effectively and sensitively with Indigenous people
- Understanding of Local Government legislation, accounting standards and ability to acquire legislative knowledge of Aurukun Shire Council Local Laws and Policies
- Demonstrated experience with Synergy Soft or ability to acquire, advanced excel spreadsheet skills, cost benefit and fixed \ variable analysis skills
- Provide financial reports to Directors on Council and Aurukun Enterprises such as Property Management, Financial Business Units, etc
