We are looking for a dedicated Foreign Risk Officer to make a difference enhancing the resilience of Curtin University to Foreign Risk.

  • $89,919 - $95,391 (G06) per annum plus up to 17% Superannuation
  • Continuing permanent, full-time (part time may be considered)

Your new role

The Research Office at Curtin has an opportunity available for a Foreign Risk Officer to join our talented and passionate Foreign Risk Management Team. As a Foreign Risk Officer, you will play a critical role in enhancing Curtin’s resilience to foreign interference, protecting the Curtin community and cutting-edge advancements in research and development. Working closely with the Foreign Risk Consultant you will undertake due diligence, analysis, risk assessment and mitigation activities with respect to a range of Foreign Risk related regulatory and governance requirements.
  
In this position, you will engage directly with Curtin staff across diverse areas of the university, including Research, People and Culture, Teaching and Learning, and Commercialisation. This engagement is critical to better understand risks and value to Curtin and its community and to inform a Foreign Risk assessment and control effectiveness. The Foreign Risk Officer will also track activities, submit notifiable arrangements to the government, and apply for relevant permits as required.

While working with the Foreign Risk Consultant, in this role you can expect to:

  • Conduct due diligence and analysis utilising relevant documentation, open-source information, and stakeholder engagement to develop clear, concise, objective risk assessments. Ensuring relevant risk assessments are supported by referenced source material.
  • Develop and recommend tailored controls to mitigate identified risks.
  • Build and maintain relationships with key stakeholders including academic and professional staff, as well as industry and government representatives and their offices.
  • Effectively document and communicate advice and controls to relevant stakeholders.
  • Keep up to date with legislation, guidelines and geopolitics which may affect Foreign Risk management and relevant compliance responsibilities across a range of areas in the University.
  • Contribute to the continuous improvement of business processes and practices within the program.
  • Administer relevant shared mailboxes, tracking sheets and risk profiles.
Selection Criteria:
High performing candidates without demonstrated experience relevant to some of these criteria are still encouraged to apply and demonstrate their experience in a relevant space, and/or their ability to quickly develop new skills.
  • Demonstrated analytical, assessment and problem-solving skills with the ability to make informed risk recommendations.
  • High level interpersonal and verbal communications skills with the ability to liaise with a wide range of internal and external stakeholders, to facilitate solution focussed outcomes for the resolution of complex risk scenarios, challenges and situations.
  • High level written communication skills with the ability to prepare correspondence and documentation using clear, concise and grammatically correct language.
  • Highly developed organisational skills with the ability to effectively prioritise dynamic caseloads and make decisions in a timely manner.
  • Demonstrated experience and ability to provide guidance on the interpretation of policy and regulatory matters.
  • Advanced computer skills particularly with experience in the Microsoft suite of applications.
  • Ability to operate with a high degree of autonomy as well as collaboratively in a team environment.
Desirable Criteria:
  • Experience reviewing contracts or legislation and/or legal drafting.
  • Knowledge of university research, innovation and engagement models, including their design, evolution and execution.
  • Previous experience in national security matters, or familiarity and interest in a range of ‘Foreign Risk’ related regulatory and governance requirements, including Foreign Interference, Defence Trade Controls, Sanctions, Foreign Arrangements Scheme, Foreign Influence and Transparency Scheme and/or geopolitics.
  • Previous experience working in classified security domains.
