The Scheme Operations Division is structured around the operations of the schemes the agency manages, undertaking a key administrative role in the routine and detailed activities of the schemes. The Division is the front door to the agency and has a focus on delivery, including working with scheme participants to foster compliance and taking a dim view of non-compliance.
About the Branch The Soil, Emissions Avoidance and Contracts Branch supports the administration of Australian Carbon Credit Unit (ACCU) Scheme projects that sequester carbon in agricultural soils and coastal wetlands and reduce the emissions from savanna fires and in the agricultural, industrial, waste and energy sectors. The Branch also manages the Australian Government’s carbon abatement contract portfolio and provides advice on scheme-wide policy issues.
Role Responsibilities and Duties Reporting to the Executive General Manager, Scheme Operations Division, the General Manager Soil, Emissions Avoidance and Contracts role is a complex and diverse role requiring a high degree of vision, leadership and management skills. As a member of the agency business leadership team, you will inspire the Soil, Emissions Avoidance and Contracts Branch on how to provide the best outcomes for the ACCU schemes, and how to engage, change, and educate to influence decisions and actions.
This is an exciting and important time for the agency, and you will be responsible for challenging and rewarding work in administering legislation that will reduce carbon emissions and increase the use of clean energy on a national scale. In addition, you will build effective, high performing teams and have the ability to lead, mentor and develop others.
As well as providing expert advice and counsel to the Executive General Manager, the General Manager Soil, Emissions Avoidance and Contracts (SEAC) Branch will also:
- Provide strategic direction for the branch to administer the ACCU Scheme and divisional and agency priorities.
- Ensure capability of the branch to deliver its objectives including through development of staff, continuous improvement in business processes and anticipating the needs of internal and external stakeholders.
- Be accountable for the regulatory decisions of the Branch, for the use of its resources and for the management of scheme and enterprise risk.
- Represent the agency and members of the Regulator across the Australian Public Service and with participants and stakeholders.
- Contribute to agency strategy and regulatory processes.
- Lead identification and mitigation of risk in accordance with the agency risk management framework.
- Promote and maintain capabilities and good governance to properly manage and use data assets within your area of business responsibility in accordance with the agency’s data governance framework.
- Tertiary qualifications or the equivalent work-based learning in a relevant field, including but not limited to law, economics, engineering, environmental or agricultural science or other related fields is desirable.
- A level of knowledge and understanding of the current challenges being faced by Australia in the transition to Net Zero Emissions and the Clean Energy Regulator’s role in meeting this target.
- Experience working in a regulatory environment will be highly regarded.
- Track record of leadership in a technically complex, client-oriented organisation.
