Your Opportunity
As the Higher Education Senior Compliance Officer, you will have the responsibility to manage and review compliance issues, policies, procedures and reporting for Higher Education at TAFE Queensland. Working within and across a suite of legislative reporting requirements, it is imperative to ensure timely and accurate reporting to legislative bodies including Department of Education, Skills and Employment (DESE), Tertiary Education Quality Standards Agency (TEQSA), the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS) and the Queensland Tertiary Admissions Centre (QTAC). Throughout this process of managing and reviewing compliance issues and policies as well as legislative reporting requirements, there is significant importance attached to establishing and maintaining strong and effective relationships with key external stakeholders such as regulatory authorities.
This position reports to the Dean of Higher Education.
This is a Temporary, Full-Time opportunity, to 25 March 2025 unless otherwise determined.
The position will be based primarily at South Bank Campus however you may be required to perform work at other TAFE Queensland campuses.
Key Responsibilities
- Ensure Higher Education at TAFE Queensland is compliant with relevant legislation and legislative bodies’ requirements including DESE, TEQSA, CRICOS and QTAC.
- Provide timely and accurate reporting for Higher Education at TAFE Queensland to DESE, TEQSA, CRICOS and QTAC to achieve and uphold compliance standards: o Manage and review performance of the TEQSA TAFE Queensland Provider Information Report.o Manage analysis and reporting of the TEQSA TAFE Queensland Annual Risk Assessment Report.o Manage and review the analysis and reporting of Academic Standards including student attrition, success, retention and completion rates.o Manage the TAFE Queensland Higher Education Course conferral reporting. o Lead the CRICOS submission to TEQSA, in collaboration with relevant stakeholders.o Lead and manage the annual QTAC Admissions Transparency report.o Manage and review the national admissions transparency requirements including course and provider public profiles in Higher Education for TAFE Queensland.o Manage the Australian Higher Education Graduation Statement (AHEGS) quality function and master copies (DESE).
- Provide advice and support including briefing papers and reports to internal stakeholders including Executive Management. Monitor and review the ongoing continuous improvement of Higher Education compliance at TAFE Queensland.
- Establish and maintain strong and effective relationships with external stakeholders, including government and regulatory authorities. Prepare submissions, briefing materials and reports to the Federal and State Ministers on matters related to Higher Education.
- Monitor and analyse current and emerging state, national policies and trends, initiatives and research in order to identify implications for TAFE Queensland’s Higher Education provider status.
- Manage TAFE Queensland’s Higher Education Policy and Procedure Framework including the development, maintenance and continuous improvement of endorsed instruments.
- Work with the Dean of Higher Education and other TAFE Queensland managers to ensure the effectiveness of plans, policy, procedures, compliance and systems for Higher Education.
- Undertake specific projects and activities relating to Higher Education, as required.
How you will be assessed
The ideal applicant will be someone who has the following key capabilities:
- Demonstrated commitment in the provision of comprehensive compliance and regulatory advice including extensive high-level knowledge and understanding of The Threshold Standards 2021, Higher Education Provider Guidelines 2012 and the Higher Education Support Act (HESA) 2003.
- Proven experience in fostering collaborative and productive working relationships and highly developed communication and negotiation skills incorporating the views of others.
- Demonstrated high level analytical, conceptual and innovative problem-solving skills including the ability to independently research, analyse, develop and recommend practical strategies and /or other options and implement solutions to meet Higher Education assurance and quality requirements.
- Demonstrated outstanding achievement of regulatory assurance and compliance.
Mandatory Qualifications/Requirements
- Tertiary qualification at Masters level or higher
- Comprehensive knowledge of and experience with Higher Education compliance regulation
Highly Desirable Requirements
- Knowledge of the Higher Education sector
- Well-developed interpersonal and management skills
