Transport Services is a Group within the Department of Transport & Planning and is responsible for delivering safe, reliable and accessible transport infrastructure and services to all Victorians.

Network Operations is a Division within Transport Services Group and is responsible for ensuring the safe, efficient and reliable operation of Victoria's Transport Network. The division continuously strives for better transport outcomes for all Victorians, every day.

About the Role

Based in the Network Safety team within the Department of Transport and Planning (DTP), this position oversees a field-based team of Senior Safety Advisors. The role ensures that employees and contractors engaged in field activities comply with relevant Health and Safety legislation, as well as DTP's Health, Safety, and Wellbeing (HSW) Framework, Management System, and Strategy. The manager supports DTP teams in implementing Health and Safety policies, procedures, and strategies, while also enhancing the capability of people leaders to foster a strong and proactive safety culture within the department.

Position Outcomes / Accountabilities

  • Effective People Leadership has provided effective leadership, people management and support to their team. Staff are engaged with high levels of cohesion and commitment and are delivering on the OHS field-based support services required.
  • Stakeholder Satisfaction - delivery a business partnership model to manage OHS support, advice & assurance for DTP teams performing and engaging with field-activities, resulting in high levels of stakeholder satisfaction.
  • Network Safety Objectives and Priorities - support DTP field activities to ensure Health and Safety policy and processes adhere to legislative and regulatory obligations through effecting monitoring and assurance.
  • Risk Management - has shown a sound knowledge in applying OHS risk management controls and measures. Educates and communicates requirements about risk management and provides advice on known issues/controls. Prioritises and mitigates known or emerging risks to ensure DTP OHS obligations and requirements are attained.
  • Communication - High quality advice has been provided to DTP Group leaders and people managers, and contractors with respect to Health and Safety obligations, contractual Health and Safety requirements and the department's Health, Safety and Wellbeing Management System (HSWMS).
  • High Quality Analysis and Reporting - Undertaken sound analyses, using specialist knowledge and delivered high quality Health and Safety performance and assurance reports/papers on time and to expectations.
  • Analysis - leads the analysis of field-based incident data reviews and determines OHS incident requiring follow up or ICAM Investigations.

Key Selection Criteria

The ideal candidate continuously enhances HSW management systems, delivering insights to shape HSW strategies and programs. They partner with leaders to build HSW capability, manage risks, and handle employee injuries or illnesses. In managing people, they uphold public sector values, anticipate and resolve issues, and foster engagement and performance recognition. They excel in strategic planning, coaching others, engaging stakeholders, and translating strategic directions into actionable plans. Proficient in stakeholder management, they build beneficial partnerships and respond to stakeholder needs. They promote a collaborative culture, overcome information-sharing barriers, and work across teams. Their interpersonal skills enable them to understand underlying concerns and achieve optimal outcomes.

Qualifications and Experience

Mandatory

  • Qualifications in OHS or engineering or science and/or related experience having worked in a related field
  • Prior experience in delivering Safety improvement programs, Safety risk management and audits/inspections management.

Desirable

  • Prior experience managing a Health and Safety team/s
  • Training and experience with ICAM Investigations (or similar methodology)
  • Lead Auditor certification
  • Working understanding of the Occuparional, Health and Safety legislation
  • Ability and willingness to travel and work across locations within metropolitan and regional Victoria.
