Eden Ritchie is seeking a Manager, Policy and Implementation who will be responsible for providing expert advice and support to the senior leadership, government agencies, Government Owned Corporations, Statutory Bodies and key stakeholders on development, implementation and review of procurement-related strategies, frameworks, policies and guidelines to improve procurement compliance outcomes for key policy initiatives including Ethical Supplier Mandate, Ethical Supplier Threshold under the Queensland Procurement Policy.

As the Manager, Policy and Implementation, your key responsibilities will include:
- Lead and oversee the development, delivery implementation and reform of procurement portfolio strategies, programs and projects using best practice methodologies to manage risks and dependencies and deliver actions within agreed timescales and budgets.
- Lead, coach and manage teams by providing operational and strategic direction through regular feedback and mentoring to support the achievement of both business and personal objectives and encourage opportunities for development at work.
- Lead and manage the development and delivery of whole-of-government training programs to uplift capability across government procurement sectors and improve state-wide compliance outcomes for the Queensland Procurement Policy, Ethical Supplier Mandate and Ethical Supplier Threshold.
- Lead the development of high level ministerial and executive correspondence, policy documents, briefs, Cabinet submissions, project documentation and other written materials supporting the complex operation of the Branch.
- Provide strategic and operational direction, leadership, support and advice to team members including management of the operations of the Tripartite Procurement Advisory Panel, in accordance with procedures, objectives and performance standards adopted by the Branch.
- Conduct stakeholder engagement and consultation with industry on range of policy initiatives, deliver information sessions and effectively roll out of policies across procurement sectors.
- Establish and maintain relationships and networks with government and industry stakeholders, and the wider community to identify contentious and emerging issues affecting implementation and delivery of whole-of-government procurement reforms, develop initiatives and provide advice on these matters to the Executive Director.
Technical/operational expertise:
- Extensive experience in identifying, analysing and providing leadership on strategic issues and formulating innovative and workable policy options and solutions.
- Proven experience in leading high performing teams and significant projects with competing tasks and activities in a fast pace environment.
- Highly developed verbal and written communication capability that results in the production of clear, concise and accurate advice targeted to internal and external stakeholders.
- Demonstrated experience in consulting and negotiating with stakeholders to achieve desired outcomes on strategic policy issues and facilitate stakeholder meetings and briefings to senior management.
Although not mandatory, formal training and/or experience in project management will be highly regarded.
