At the Centre for Oral Health Strategy, we lead the strategic development and coordination of Oral Health policy and programs for NSW. The Centre monitors the implementation of population health-based Oral Health prevention initiatives and public Oral Health service delivery in NSW.

About the Role
In this role, you will lead and manage the implementation of best practice policies, programs, projects, and activities for the Ministry of Health, public health organisations, and related government agencies in relation to the planning, implementation and delivery of Oral Health services for Priority Populations, including:
- Aboriginal and Torres Strait Islander people, as well as,
- People experiencing socio-economic disadvantage,
- People living in regional, rural, and remote communities,
- People with disability,
- People from culturally and linguistically diverse (CALD) backgrounds,
- Refugees and asylum seekers,
- Older people, in particular those living in residential aged care facilities,
- People experiencing homelessness.
Lead and manage the engagement of the Centre for Oral Health Strategy (COHS) with Aboriginal Community Controlled Health Organisations (ACCHO) and other non-government organisations (NGO) to enable the provision of culturally safe, appropriate, alternative pathways to dental care for Priority Populations.
Direct and lead strategic work across the public Oral Health system and in partnership with ACCHO’s and other NGO’s to improve the quality of health care and to close the gap in health outcomes between Aboriginal/Torres Strait Islander and non-Aboriginal/Torres Strait Islander people residing in NSW.
Work in partnership with LHD executive and senior managers, and with senior representatives from external organisations and communities, to establish strategic directions and partnership arrangements to improve Aboriginal health outcomes.
Monitor and manage LHD and funded ACCHO/NGO performance against KPIs and support the Districts and other partnered organisations to develop, implement and evaluate strategies to improve performance.
Engage effectively with internal MoH stakeholders including Centre for Aboriginal Health, Regional Health Division, Health and Social Policy Branch, and Centre for Population Health, and advocate for culturally safe, appropriate, alternative pathways to dental care for Priority Populations.

Selection Criteria
- This is a position identified for Aboriginal or Torres Strait Islander people on the basis of a genuine occupational qualification under section 14(d) of the Anti-Discrimination Act 1977.
- Demonstrated extensive experience in the planning and delivery of Oral Health services to Aboriginal or Torres Strait Islander people, preferably incorporating experience in both NSW Health and the NGO sectors, including extensive knowledge of the structure and operations of the NSW Public Oral Health system, as well as the policy and governance mechanisms in place.
- Demonstrated experience and/or understanding of working and consulting with government and non-government agencies, Aboriginal communities and a wide range of stakeholders to address sensitive and/or contentious issues, and an understanding of the challenges and requirements in relation to planning and delivery of Oral Health services to Priority Populations, particularly those facing disadvantage in relation to health outcomes.
- Demonstrated ability to make judgements and to work within a team approach to approve changes in standards, practices, policies and procedures in public sector Oral Health, and extensive demonstrated capability to liaise with and obtain cooperation from key stakeholders within MOH and across multiple external agencies, and other jurisdictions.
- Demonstrated understanding of the processes for, and experience in policy development and analysis, and project management, including financial and risk management.
- High-level analytical skills and the ability to interpret complex information rapidly and accurately.
- Demonstrated highly developed written and verbal communication skills, particularly in relation to high level Briefs, Ministerial, Parliamentary enquiries; and ability to evaluate, review and develop appropriate policies in health environment, preferably Oral Health.

COVID-19 Vaccination Compliancy
All NSW Health workers are required to have completed a primary course (2 doses) of a Therapeutic Goods Administration (TGA) approved or recognised COVID-19 vaccine (except for the Janssen COVID-19 vaccine which is approved by the TGA as a single dose primary course). New applicants must have completed the vaccination course prior to commencement with NSW Health, or provide an Australian Immunisation Register (AIR) Immunisation History Statement certifying the worker cannot have any approved COVID-19 vaccines available in NSW.
Acceptable proof of vaccination is the Australian Immunisation Register (AIR) Immunisation History Statement or AIR COVID-19 Digital Certificate. Booster doses are highly recommended for all health care workers who have completed the primary course of COVID-19 vaccinations.
