About the RoleThe APS6
Partnerships Lead is accountable under limited direction to perform complex work with external partners and key stakeholders to ensure the effective and sustainable implementation of the National Digital Health Strategy, specifically working with representatives from software providers.They will exercise both initiative and judgment in the application of practices and procedures in order to provide technical, professional, and/or policy advice in relation to complex problems.The APS6
Partnerships Lead will assist in the delivery of strategic outcomes, coordinating program and project management, manage contracts, and work across a diverse range of stakeholders to identify and deliver mutually beneficial initiatives aligned to the National Digital Health Strategy. They will be responsible for supporting the connection and use of digital health tools across the software industry.
Key DutiesLeadership and Accountability
- Work with range of internal and external stakeholders; applying an in-depth knowledge and understanding of complex project or program management involving the implementation and sustainment of the National Digital Health Strategy; providing expert advice on agency policy requirements, resolving complex problems and issues management.
- Develop, manage and report on project plans; monitor and evaluate inputs from projects for accuracy and relevance; identify, resolve or escalate the more complex issues and risks.
- Manage contracts, service agreements and purchase orders; monitor expenditure and emerging issues that may impact on Agency priorities engaging with risk and undertaking risk management activities for area of responsibility, ensuring compliance and delivery of outcomes.
Management Diversity and Span
- Working across the branch assist in strategic planning, program and project management activities that supports and ensures decisions related to the National Digital Health Strategy are communicated and incorporated into the relevant operational action or work area plans.
- Develop reports on project, program and work area objectives, outcomes and performance for presentation to the branch executive.
Job Context and Environment
- Apply an in-depth knowledge of the role and functions of the branch and an understanding of how these relate to National Health digital Strategy; providing a point of contact between the branch and related external partners and key stakeholder groups.
- Monitor and coordinate contract management including developing contract documentation, managing procurement processes and addressing contractor performance issues.
- Monitor changes in the broader work environment that may impact on work objectives, including event planning and travel coordination.
- Provide a range of administration, project, program, support services to facilitate the delivery of outcomes within the branch.
Independence and decision-making
- Work under limited direction guided by relevant legislation, National Digital Health Strategy, Agency Stakeholder Engagement Framework and project plans to ensure the effective implementation of strategic decisions and operational requirements across key external partners and stakeholders.
- Understand, document and analyse project, external partners and stakeholder priorities, identifying potential and emerging risks, establishing and testing options; make decisions that are based on professional judgement and in the context of a complex and changing environment.
- Anticipate, manage and negotiate resolutions to complex, sensitive or escalated issues often made up of several components which have to be analysed and assessed and which may contain conflicting information.
Stakeholder Management
- Develop and manage relationships with internal and external stakeholders, engaging and collaborating to achieve outcomes and facilitate cooperation to coordinate cross-agency or multi- agency planning of project and program delivery.
- Provide a single point of contact between the branch, external partners and related key stakeholder groups; engaging and collaborating to identify opportunities, achieve outcomes and facilitate cooperation to ensure successful delivery of project, program and work plan priorities.
- Communicate and explain the views of the branch; influence, negotiate to gain acceptance and cooperation across a range of stakeholders to identify and deliver mutually beneficial initiatives aligned to the National Digital Health Strategy.
Essential requirementsAbility to obtain and maintain a Baseline security clearance with the ability to obtain and maintain a higher clearance if required by the AgencyAbility to obtain and maintain national police check. Australian Citizenship is a condition of eligibility.
