PMO - Head ofProject Governance and Portfolio Management

The Head ofGovernance and Portfolio within our Project Management Office (PMO) is a senior leadership role responsible for overseeing the governance framework and managing the project portfolio to ensure alignment with The Lottery Corporation's objectives and strategic priorities. The Head ofGovernance and Portfolio will collaborate closely the Head of Program & Project Delivery and other cross-functional stakeholders to establish and mature governance standards, facilitate decision-making processes, and ensure the successful execution of The Lottery Corporation's project portfolio. What you'll do Develop, implement, and maintain a robust governance framework for project management activities within the organisation. Define governance policies, procedures, and standards to ensure consistency, transparency, and accountability across projects. Oversee the organisation's project portfolio, including project prioritisation, resource allocation, and alignment with strategic objectives. Conduct regular portfolio reviews to assess portfolio health, identify risks and opportunities, and make data-driven decisions to optimise the portfolio. Support the five-year and annual Capital Planning cycle as it relates to the project portfolio and facilitate in-year management of the capital improvement plan including rebalancing and substitution withing the project portfolio and the necessary Governance and approvals. Facilitate benefits identification, realisation, and management processes across the project portfolio. Collaborate with project teams and stakeholders to define benefits metrics, track benefits realisation, and ensure that project outcomes align with expected benefits. Establish risk management processes and procedures to identify, assess, and mitigate project risks. Develop risk mitigation strategies and contingency plans to minimize the impact of potential risks on project outcomes. Build and maintain strong relationships with key stakeholders, including senior leadership, project sponsors, and governance bodies. Facilitate stakeholder engagement and communication to ensure alignment with project objectives and priorities. Establish key performance indicators (KPIs) and metrics to track project and Portfolio performance. Develop dashboards and reports to provide visibility into project status, progress, and key metrics for stakeholders and senior leadership. Drive organisational change by facilitating stakeholder engagement, communication, and buy-in to embed the Project Governance framework across the organisation. Manage resistance to change and ensure smooth transitions during project implementation. Ensure compliance with relevant regulatory requirements, industry standards, and internal policies. Implement quality assurance processes to monitor project deliverables and ensure adherence to quality standards. Drive continuous improvement initiatives within the PMO to enhance governance practices, Portfolio Management processes, and project delivery capabilities. Identify opportunities for optimisation and efficiency gains and implement best practices to drive organisational excellence. Mentor and develop project management talent within the organisation. Provide guidance, coaching, and training to project managers and PMO staff to enhance their skills and capabilities. What you'll bring This position requires a seasoned professional with a strong business acumen, deep understanding of Project management principles, and a track record of driving governance excellence and Portfolio optimisation. Key requirements include: Extensive experience in project management, governance, and Portfolio Management roles, preferably in a business-focused environment. Experience with project management methodologies (e.g., Agile, Waterfall, PMBOK) and project management tools/software is highly desirable. Experience working in a regulated environment. Strong leadership and team management skills, with the ability to motivate and inspire multidisciplinary project teams. Excellent communication and interpersonal skills, with the ability to effectively engage and influence stakeholders at all levels of the organisation. Strategic thinker with a results-oriented mindset and the ability to drive projects to successful completion. Strong problem-solving and decision-making abilities, with the capacity to navigate ambiguity and resolve complex issues. Bachelor's degree in Business Administration, Management, Project Management, or a related field. Project Management Professional (PMP) certification or equivalent is required.
