Our Team / Where you will be working?
Based in Canberra, ACTA is the national peak body for the Community Transport sector. We work together as a peak body for the benefit of Community Transport (CT) services across Australia. Founded in February 2011 and comprising representatives from QLD, NSW, TAS, SA, VIC, ACT, NT & WA, ACTA operates with a view to providing a national voice for the Community Transport Sector. ACTA is a not-for-profit public company limited by guarantee which is established to be, and continues as, a charity.
Role Purpose
The Policy Advisor will play a pivotal role in shaping and delivering ACTA’s initiatives. The Policy Advisor is responsible for planning, developing, responding to and implementing policies aimed at Community Transport and associated challenges. This position requires a deep understanding of program development, policy analysis, and a commitment to making a positive impact on the lives of vulnerable populations. You will respond to policy challenges and have a strategic approach to the bigger picture.
You will work closely within a small dynamic team to ensure the successful execution of initiatives, policy advice and proactive stakeholder engagement that contributes to our mission and strategy. You will be responsible for a wide range of policy planning execution and reporting.
ACTA will be undertaking a substantial and influential national pilot project. Whilst this project will form a major component of your role, it will not be the only focus.

Tasks and Outcomes
As you will be joining a small organisation, you will need to be an all-rounder who is comfortable to do base level policy activities through to complex tasks/ strategies within competing priority requirements. This position requires a creative and strategic thinker who can effectively build trust amongst the community transport sector and government whilst supporting research, pilot and other organisational projects. You will have excellent writing and analytical skills. You can think outside the box whilst at the same time be practical.

You will be able to:
- Contribute to a positive productive team culture
- Develop policy, research, and analyse community transport issues and best practices related to the organisation's mission. Develop and propose policy solutions that align with our goals
- Develop and propose policy solutions that align with ACTA goals
- Work closely with project teams and partners to oversee testing and execution of policies in programs and to ensure successful implementation
- Collect and analyse data to measure the impact of policies and identify areas for improvement and develop recommendations for enhancing program effectiveness
- Prepare comprehensive reports and policy briefs to communicate program progress, outcomes, and policy recommendations to internal and external audiences
- Represent the organisation at relevant policy discussions, forums and advocate ACTA’s efforts through promoting its mission and policy priorities to a wider audience
- Identify potential risks and issues that may impact policy success and develop mitigation strategies
- Proactivity listen to members and support the Chief Executive Officer in ensuring member communication and information needs and styles are met
- Carry out consultations to inform policy (internal and external), including arranging meetings, taking minutes and following up on actions
- Research, develop, implement and evaluate appropriate solutions and topics that support and increase ACTS’s corporate and operational activities towards organisational development and to effectively meet organisational service delivery demands
- Provide the Communications and Events Manager and the Chief Executive Officer with content for social media, newsletter and other promotional or advocacy activities in line with key messages and strategies
- Develop professional reports, updates and communication mediums to promote or inform project stakeholders
- Foster positive relationships with ACTA's stakeholders, including Community Transport providers, government agencies, and members
- Develop and deliver capacity building activities and information for the sector
- Support community transport organisations to apply learnings from research or evaluations
- Understand how efficiently technology can improve organisations services and be able to support and influence this change
- Promote membership of ACTA to Community Transport organisations
- Engage with and action pilots and research activities
- Work with university partners to deliver to a high standard, research results and learnings into policy in a timely manner
- Ensure transparency and accessibility of digital and hardcopy records and databases
- Proven experience in policy development and implementation or similar role
- Strong written and verbal communication skills
- Ability to manage policy development and/or response deadlines and where necessary, renegotiate or re-establish new deadlines
- Superior out of the box thinking and problem-solving skills
- Demonstrated ability to develop and execute strategic project/policy plans
- Excellent computer skills across Microsoft suite and the ability to identify and navigate new technologies and software applications as per ACTA growth needs
- Ability to adapt to meet changing and conflicting organisational deadlines / priorities
- Uses excellent interpersonal, critical thinking, problem-solving, and collaborative skills for ensuring outcomes
- Strong organisational and multitasking skills whilst able to work independently and as part of a team
- Ability to work in a small organisation where resources are limited
- With high levels of autonomy, you will be able to manage expectations, circle back to confirm accuracy and completion and prioritise and communicate outcomes

Bachelor's degree (or equivalent) in a related field
