The purpose of the position is to provide professional, broad-based advice and confidential executive level administrative and business support to the Queensland Building and Construction (QBCC) CEO and Commissioner to facilitate the achievement of the QBCC’s strategic objectives. This includes responsibility for outward-facing responsibilities of the CEO and Commissioner, coordinating presentation materials for attendance at meetings, managing projects and programs, drafting Board papers, tracking Board and Senior Leadership Team actions and the Senior Leadership Team (SLT) Secretariat.
The aim of this role is to:
- Provide high-level confidential advice to the CEO and Commissioner on strategic and operational issues in a fast-paced and complex working environment.
- Lead the forward planning, coordination, preparation and review of information for briefings, submissions, speeches and other complex and sensitive documents, to ensure the Commissioner is equipped to attend meetings, officiate or present at events, or to brief the Minister and other Parliamentary, government or industry stakeholders, on matters relevant to the QBCC and the building and construction industry.
- Collaborate with the CEO and Commissioner's Senior Executive Coordinator on diary commitments, and ensure the CEO and Commissioner is then consulted and briefed well in advance and provided time to review materials, required for internal and external meetings, speeches and special events.
- Liaise directly with the Ministerial and Executive Services Unit, to ensure the CEO and Commissioner is well equipped and informed to be questioned at the annual Estimates Hearings, or in respect to other day to day departmental requests or enquiries.
- Draft and review CEO and Commissioner's papers for submission to the agenda packs for Board and Committee meetings and fortnightly SLT meetings.
- Lead the secretariat support for SLT meetings, including content of agendas, and the coordination of collation and distribution of SLT meeting packs, recording and following up action items.
- Lead and coordinate cross-functional strategic initiatives, ensure action items from Board, Committee or SLT meetings are executed on behalf of the CEO and Commissioner.
- Recognise and respond to issues which ensure the health, safety and well-being of our people through effective application of QBCC policies and procedures, within the Office of the Commissioner.
- Financial and budget management skills to maintain balanced budget results within the Office of the Commissioner.
- Actively identify and devise solutions to treat and control risk in the Office of the Commissioner, in line with the QBCC's system of risk management and alignment with the Strategic Risk Register.
- A positive, analytical and proactive approach to resolving problems and identifying improvement opportunities. Acquire and apply a strong conceptual understanding of the activities and operations of the QBCC with an ability to succinctly explain operational programs and issues, and ability to analyse and identify gaps with stakeholder expectations. Analyse current and historical information to inform decisions and identify any critical gaps and maintain awareness of recent developments that may impact on the business area and acquire best practice approaches.
- Demonstrated ability in providing strategic and operational advice that is rigorously considered, has regard to the perspective and interests of all stakeholders and is supported by a clear rationale for findings and recommendations. Gather and evaluate information to establish facts and reach new conclusions, specific to QBCC operational issues, legislation, and the building and construction industry.
- Exceptional senior stakeholder engagement and relationship management abilities with demonstrated ability to engage on complex matters and consider stakeholder views credibly and thoughtfully.
- Strong written and oral communications skills with a demonstrated ability to influence and negotiate.
- Ability to meet flexible and demanding short term deadlines while maintaining discipline over delivery of ongoing work. Operate with a high degree of autonomy and discretion to communicate and liaise with internal and external stakeholders.
