About the RoleUnder the Finance & Corporate Services division, our dynamic Probity Risk & Compliance team plays an integral role in ensuring the integrity of the organisation's high-risk procurements.The Principal Probity Adviser is responsible for providing insightful, objective probity advice to managers and staff, as well as supporting the end-to-end procurement lifecycle to ensure adherence with compliance, legislations, and regulations.In this role you will confirm that probity is established and maintained in tendering activity, and support Procurement to implement and maintain probity principles in procurement activity.Stakeholder management is a significant component in this role, and the successful applicant must have exceptional communication skills along with the ability to investigate, collate, analyse meaningful reports and requirements so it is understood by various managers and staff within Queensland Rail.Key responsibilities include:
  • Participate as a member of the Probity, Risk and Compliance team to provide advice on probity principles and processes in a dynamic and fluid procurement environment through effective strategy formulation and implementation, stakeholder engagement, excellence and people leadership.
  • Assist the Manager Probity Risk and Compliance in developing a strong culture around governance, probity and transparency that as a minimum is in line with Queensland Government expectations and industry best practice.
  • Plan and perform high quality independent probity reviews and investigations with access to relevant information of specific tendering or procurement activity, with reference to probity principles, to confirm and endorse that probity has or is being maintained in line with Queensland Government expectations.
  • Provide high quality independent advice, liaise with and influence Procurement management to ensure Procurement remains informed of and compliant with Queensland Government and best practice probity principles including management of probity issues as they arise or are identified.
  • Develop a probity framework for procurement activity that guides tendering activity.
  • Conduct Probity awareness and training to a wide range of audiences.
Employment Type/Remuneration: This is a permanent, fulltime position, based in Brisbane CBD with a starting base salary of $146,240 plus 12.75% superannuation and hybrid work options to support the balance between work and personal commitments.Please see position description for a full list of responsibilities:We're looking for someone who:The successful candidate will be able to demonstrate experience in a similar role who can adapt to the rail environment. Your ability to embrace change and show resilience in a changing environment will ensure your success in this role.
  • Proven experience in governance, compliance, ethics, procurement, and aspects of conflicts of interest.
  • Investigative or legal background is a plus.
  • Advanced skills in the application of probity advising standards, procedures, and techniques.
  • Ability to foster productive and sustainable business relationships with internal and external stakeholders through strong interpersonal, negotiation, and consultation skills.
  • Demonstrated ability to communicate (oral and written) complex data and relationships to non-expert audiences.
  • Extensive knowledge of business risks relevant to a large, diversified organisation or Government Owned Corporation including contemporary risk management and compliance principals, practices, and techniques.
  • Extensive knowledge of standards, legislation, regulations, and directives related to achieving defensible Procurement outcomes.
  • Extensive knowledge of investigation processes including planning, interviewing, reporting, and data analytics.
