Join Kazar's Procurement Advisory Services (PAS) team.
Kazar is currently seeking experienced individuals to join our PAS team as Managers and Senior Associates.
As integral members of our PAS service line, you will play a pivotal role in supporting procurement and contract management activities for our Federal Government clients.
Key Responsibilities:
In this role, you will be responsible for overseeing and supporting end-to-end procurement processes, managing contracts, and ensuring strict compliance with government policies and regulations. Collaboration with internal stakeholders and external vendors will be essential in facilitating the acquisition of goods and services crucial for government operations.
Procurement:
- prepare a range of procurement documentation including request for quotations, request for tenders, business cases, evaluation reports, contracts, and correspondence.
- Develop procurement strategies and plans aligned with government objectives, ensuring value for money and compliance with procurement policies.
- Liaise with program/project Managers and other stakeholders to identify procurement needs and provide guidance on processes and best practices.
Contract Management:
- Manage contract lifecycles, from drafting and negotiation to execution, administration, and closeout.
- Monitor contract performance, ensure compliance with terms and conditions, and address any issues or discrepancies.
- Collaborate with legal and finance teams to review contract documents, assess risks, and mitigate liabilities.
Stakeholder Engagement:
- Cultivate effective relationships with internal stakeholders, including program Managers and finance teams, to support procurement and contract management activities.
- Engage with external vendors and contractors to communicate requirements, negotiate contracts, and resolve disputes promptly.
Compliance and Reporting:
- Demonstrated Knowledge and understanding of:
- Public, Governance, Performance and Accountability Act 2013
- Commonwealth Procurement Rules 2023
- Commonwealth Procurement Connected Policies
- DTA's Digital Sourcing Framework
- procurement strategies for the development of sourcing contracts, benchmarking, service level and quality assessment
- procurement and contract management legislation, policies, frameworks, procedures and information management requirements
- Ensure compliance with government procurement policies, regulations, and frameworks.
- Prepare reports, analyses, and documentation related to procurement and contract management activities, supporting audits and reviews as necessary.
Requirements:
- Demonstrated complex procurement and contract management experience at a high level, experience in ICT procurement within the Federal Government.
- Strong understanding of government procurement policies, regulations, and frameworks.
- Excellent negotiation, communication, and interpersonal skills, with the ability to interact effectively with internal and external stakeholders.
- Demonstrated ability to manage multiple projects simultaneously, prioritise tasks, and meet deadlines in a fast-paced environment.
- Knowledge of contract law, risk management principles, and financial analysis techniques.
- Australian citizenship and a security clearance (NV1 or higher) is required.
- Qualification in Business Administration, Procurement, Contract Management, or a related field; is highly desirable.
