Overview:
Talent International is seeking an experienced Procurement Manager to join our client's team. This role is essential for partnering with stakeholders to plan, develop, source, and manage procurement arrangements, ensuring they align with organisational and business objectives. The successful candidate will work within cross-functional teams during each stage of procurement activities to ensure effective administration and compliance with all procurement policies, processes, procedures, and governance frameworks.
Key Responsibilities:
- Team Management: Lead and manage a team of procurement staff, including work allocation, capability development, and performance management, ensuring adherence to procurement policies, processes, and governance frameworks.
- End-to-End Procurement: Oversee the entire procurement process for specific branches/programs/projects, ensuring compliance with relevant policies, standards, procedures, and frameworks.
- Business Needs Assessment: Collaborate with branches/programs/projects to conduct business needs assessments, supply market analyses, and commercial risk assessments, providing recommendations and advice for procurement planning and sourcing decisions to deliver value-for-money solutions.
- Procurement Strategy: Develop and implement procurement plans and strategies in consultation with the cross-functional team to meet business needs, enhance stakeholder engagement, and motivate providers to optimize service outcomes.
- Commercial Risk Management: Coordinate the development of commercial risk profiles and contribute to the maintenance of a comprehensive probity management plan to manage risk and improve procurement performance.
- Tender Process Management: Develop tender evaluation methodologies, manage the tender process, communicate with tenderers, participate in contract negotiations, and ensure timely contract awards with value-for-money outcomes.
- Contract Management: Prepare, award, and execute contracts, facilitating contract handover activities to program/project teams and the commercial team.
- Supplier Performance Management: Coordinate the development and maintenance of supplier performance management plans in conjunction with the cross-functional team to manage supplier risk, assure delivery of contracted outcomes, and monitor supplier performance.
Essential Requirements:
- Strong experience in procurement planning, governance, and reporting within a complex organization, including a thorough understanding of relevant policies, processes, and systems.
- Strong analytical and organizational abilities.
- Commercial experience in construction and professional services.
