The Role
Reporting to the Chief Information Officer, the Program ManagerTechnology Projects and PMO Lead’s accountability and functions include overseeing Southern Ports’ technology-related projects while also establishing and nurturing a Project Management Office (PMO).
This role is crucial for ensuring the successful delivery of Southern Ports technology initiatives, enhancing project management capabilities, refining processes, and implementing governance structures across the organisation.
The role will collaborate closely with the Operations PMO to adapt existing project and portfolio processes to cater to technology-related projects, ensuring alignment and consistency in project management practices.

Key Responsibilities

  • Define technology project scopes, objectives, and deliverables.
  • Develop project plans, schedules, and budgets.
  • Develop program charters, plans, and schedules.
  • Coordinate multiple related projects within the program.
  • Develop portfolio reporting frameworks and templates.
  • Collect and consolidate project and program data.
  • Analyse portfolio performance and trends.
  • Prepare portfolio dashboards, reports, and presentations.
  • Provide training and support for project management practices.
  • Establish project oversight and decision-making structures.
  • Implement mechanisms for risk management and issue resolution.
  • Ensure compliance with regulatory requirements and organisational standards.
  • Foster partnerships with stakeholders, and communicate project objectives, progress and outcomes.
The Expertise
  • Degree qualified in a relevant field such as Computer Science, Engineering, Business Administration, or a related discipline.
  • Relevant certifications may include:
    • Program Management Professional (PgMP)
    • Managing Successful Programmes (MSP)
    • Portfolio, Program and Project Management Maturity Model (P3M3)
    • Agile
    • Information Technology Infrastructure Library (ITIL)
    • Project Management (eg PMP, PRINCE2)
  • Minimum of 5-7 years’ experience in project management with a focus on Technology Projects.
  • Proven track record of successfully delivering Technology Projects on time, within budget, and according to scope.
  • Experience in establishing or leading a Project Management Office (PMO) and implementing project management processes and governance frameworks.
  • Demonstrated experience in collaborating with diverse stakeholders, including technical teams, senior management, and external partners.
  • Familiarity with technology domains such as software development, IT infrastructure, cybersecurity, or data analytics.
  • Strong communication skills, both written and verbal, with the ability to effectively convey complex technical concepts to diverse audiences.
  • Exceptional problem-solving and decision-making abilities, with a strategic mindset to anticipate and address project challenges.
  • Strong organisational and time management skills, with the ability to manage multiple priorities and deadlines simultaneously.
  • Collaborative and team-oriented approach, with a willingness to share knowledge and mentor others.
  • Ability to travel to other Southern Ports locations (Albany, Bunbury, Esperance and Perth)
  • Current WA C Class Driver’s Licence.

To be eligible for this two (2) year fixed term role, applicants must be able to provide proof of Australian citizenship or permanent residency.

The Southern Ports Authority was established on the 1st of October 2014 following the merger of the Albany Port Authority, Bunbury Port Authority, and Esperance Port Authority.

The legislation enabling the merger of the ports, The Ports Legislation Amendment Act 2014, was given Royal Assent on 20 May 2014.

The merger of the previous three port authorities was initiated by a comprehensive review of Western Australia’s ports commissioned in 2010. The scope of the review was to look at all matters concerning port operations, port governance and port performance to ensure that Western Australia’s ports could continue to respond to the demands of the State’s rapidly growing economy.
