About the Role 
Our Tier 1 client is a leading contractor in the critical Infrastructure space seeking an experienced Project Commercial Manager for a major Capital Works Water project in Brisbane. Besides the experience and skill to perform the role, we are looking for a self-starter who is a hands on and driven professional.  The relationship upstream is vital in this role, as well as supporting the Commercial administration team. The project Commercial Manager is part of the SLT with real career path opportunities within.

Reporting to the PM, this role will see you provide expert commercial including contractual and financial support and guidance to the project delivery team.

Duties and responsibilities 

  • Develop and maintain key working relationships with the relevant stakeholders, including the Client, project team and subcontractors. 
  • Provide Commercial Leadership for project mobilisations to ensure sustained project success. 
  • Review effectiveness of current project controls, systems and procedures within the project and identify and implement strategies for improvement in accordance with policy and procedures
  • Lead the commercial team – Procurement Manager, Admin and Finance 

Head Contract

  • Develop and maintain a comprehensive working knowledge of the head contract. 
  • Liaise with the project team to collect information to support notices and claims
  • Anticipate, review and submit claims, variations, EOTs, notices etc in accordance with the head contract
  • Maintain registers associated with Head Contract administration.  

Subcontract

  • Ensure subcontractor and supplier procurement and administration is in accordance to policy and procedures, including managing the development and implementation of subcontract and supplier agreements.
  • Ensure that all contracts meet the legal, commercial and corporate standards.
  • Support the SPEs in administering all aspects of the subcontracts and supply agreements with Vendors
  • finalising commercial terms with any Vendors not formally engaged prior to project mobilisation. 
  • Provide assistance to SPEs in assessment of any claims from Vendors and monitor SPEs maintenance of registers associated with subcontract/supply agreement administration and correct as required

Financial 

  • Support the PM in all aspects to ensure the project is rigorously controlled and delivers required margin 
  • Maintain the integrity of the general ledger, subledger and financial systems in line with company standards and policies
  • Ensure the effective implementation of commercial and financial risk and opportunity management.
  • Support the PM in monthly forecasting and reporting, but extracting necessary data from financial systems, including actual, committed and forecast costs, as well as accruals.
  • Use available data to identify under-performing areas of the project and develop and implement performance improvement plans 
  • Develop and lead the implementation of best practise policies and procedures and continue to drive innovation to improve efficiency and effectiveness across the Business Unit
  • Oversee the raising of requisitions and purchase orders by the project team, especially the admin/finance officer. 
  • Manage bank guarantees and insurance for the project.
  • Manage the project R&O register and associated contingency, in conjunction with the PM.
  • Monitor and optimise net working capital and cash flow, including management of claims and collections as well as to develop and maintain cash flow forecasts as required, with input from the project team


To be successful you will have the following    

  • You will have a tertiary qualification accompanied with 5+ years’ experience as a Commercial Manager.
  • Demonstrated ability to work independently to organise and prioritise demands, handle multiple complex tasks simultaneously, set and meet deadlines and follow-through within a fast-paced environment with multiple and competing demand.
  • Advanced knowledge of Microsoft Office suite. 
  • Experience with SAP, Ariba and Power BI desirable
  • Advanced knowledge of various project control systems and strategies desirable
  • Demonstrable experience in effective change management
  • Utilities and water experience
