About ARTC

The Australian Rail Track Corporation (ARTC) plays a critical role in the national transport supply chain and in the overall economic development of Australia. Managing and operating more than 8,500 km of track in New South Wales, Victoria, South Australia, Western Australia and Queensland, makes ARTC one of Australia's largest rail network owners.

The Inland Rail Program is a 1600km rail infrastructure project stretching from Brisbane to Melbourne incorporating new and existing rail track. The program includes the upgrading of existing standard gauge track, the enhancement of existing standard gauge track to cater for double stacking and the construction of new standard gauge links comprising of viaducts, tunnels, rail track, crossings and bridges. About the opportunity

As the Principal Offsets Advisor, you will be spearheading the execution and delivery of the New South Wales Biodiversity Offset Program at Inland Rail. This pivotal role involves evaluating and advancing appropriate offsets transactions, establishing streamlined processes and protocols to facilitate the prompt and efficient delivery of offsets in accordance with legislative requirements. Additionally, the incumbent will serve as the subject matter expert all matters related to biodiversity offsets in New South Wales.

Key responsibilities will include but are not limited to:

  • Deliver the NSW Offset Strategy including planning and execution of all day-to-day activities to meet the required NSW offset obligations.
  • Establish and maintain collaborative relationships with internal and external stakeholders to ensure effective delivery of biodiversity offsets across the Inland Rail Program.
  • Foster relationships with key regulator and government agencies to drive offset delivery outcomes and improvement in the Biodiversity Offset Scheme.
  • Undertake landowner consultation, negotiations, and agreements.
  • Drive offset delivery outcomes through coordination of functional support areas including finance, legal, procurement, government affairs, stakeholder engagement and project teams.
  • Manage the biodiversity credit lifecycle including planning, acquisition, retirement against project obligations and disposal of surplus credits to meet compliance timelines and budget requirements.
  • Oversee service providers and contractors to ensure performance and delivery of high-quality outcomes to support the offset program.
  • Provide subject matter support through briefing notes, memoranda, and active engagement to ARTC and Inland Rail in all areas relating to offsets and biodiversity credit management.
  • Contribute and support the facilitation and integration of offset data within the GIS information management platform.
  • Support the Environment Manager - Offsets with all cost, schedule, risk, and stakeholder reporting and forecasting as required.

About You

The successful candidate will demonstrate a diverse set of skills and qualities, including the ability to influence and negotiate with internal and external stakeholders, can engage with senior management and stakeholders on complex environmental and policy issues are essential attributes for this role.

To ensure success in this position, applicants will be able to demonstrate:

  • Working knowledge of the current NSW and Commonwealth Environmental Approval legislative processes, knowledge of the Environment Protection and Biodiversity Conservation Act 1999 and NSW Biodiversity Conservation Act 2016, and associated regulations.
  • Tertiary qualifications in Environmental Science or an environmentally related discipline.
  • Experience in delivering biodiversity offsets, with high regard for previous experience working within the NSW Offset Scheme.
  • Ability to work collaboratively in a team environment with other staff and contractors.
  • Strong literacy with computer applications and customized software packages to support the creation of briefing notes, memoranda, presentations, and financial workings.
  • Ability to work with senior management and executives, build support for desired outcomes and negotiate with stakeholders on complex environment and policy issues.
  • High level of personal organisation, strong written communication skills and project management skills.
  • Ability to work autonomously.

Desirable Selection Criteria:

  • Experience in data management and GIS applications to facilitate recording, tracking, reporting, and auditing.
  • Prior experience working on linear infrastructure projects or within transport or utilities industries.
  • Current or prior Biodiversity Assessment Method (BAM) accreditation would be highly regarded.
