Thales Australia Above Water Systems (AWS) business offers ship repair, maintenance and asset management / in-service support capabilities for commercial and naval ships in Australia. The business also offers the provision of docking, reticulated services and facility maintenance within Garden Island.
A great opportunity has become available for an experienced Project Technology Control Officer to join the team at Garden Island.
The purpose of the Project Technology Control Officer is to establish a Trade Compliance Plan for a Thales Australia program or project, ensure the appropriate licences and authorisations are in place for articles, services, software and data, educate the program or project on compliance requirements, and ensure compliance during the program or project.
KEY ACTIVITIES AND RESPONSIBILITIES
As a Project Technology Control Officer, you are accountable for:
- Managing and producing a specific Project Technology Control Plan for each project which contains US controlled material and technology.
- Ensuring that all receipts, storage, access, handling and transmission of export controlled technology or data is conducted in line with Thales' rights under relevant authorisations and in accordance with Thales' Technology Control Plan.
- Maintaining records of relevant authorisations or licenses, such as Technical Assistance Agreements (TAAs) and / or Manufacturing Licence Agreements (MLAs) and/or Third Party Retransfer Authorisations for Foreign Military Sales (FMS) material, and/or copies or confirmation of EAR approvals, which includes maintenance of an ITAR register.
- Ensuring that only authorised personnel are given access to US controlled items, and recording the details and maintaining a list of authorised personnel. Ensuring that any US Controlled material received by the project, other than by an authorised recipient, is immediately quarantined and investigated, and stored as in accordance with Thales' internal guidelines.
- Keeping those involved in the Project aware of all regulations concerning the right to access, the handling and safeguarding of the US controlled material and technology.
- Briefing all relevant employees on the contents of the Project Technology Control Plan and to ensure that they execute a Project Technology Control Plan Briefing Acknowledgement Form in the form set out in the Project Technology Control Plan.
- Preparing and coordinating, in conjunction with project management, Security Officer, Chief Information Security Officer, Chief Security Officer, Trade Compliance Officer and Director for Trade Compliance, corrective action plans in relation to any identified breach of Thales Australia export control obligations.
- Conducting Controlled Technology self-inspection reports (audits) in accordance with the Quarterly Security Reporting Schedule.
- Advise the Security Officer (SO) on the received controlled technology to ensure the item is properly secured according to the security protocols, and inform the SO of the authorised personnel working with the technology so that relevant access controls are provided.
- Working with internal and external stakeholders (including the Commonwealth and overseas suppliers) on matters related to export controls, including the EU and other controlled regions as applicable.
KEY KNOWLEDGE AND EXPERIENCE
To be successful in your role, you will have demonstrated and/or acquired the following knowledge and experience:
- Experience operating in and supporting an engineering and or maintenance environment
- Experience operating in a Defence environment that involves licencing and trade compliance
- Knowledge of ITAR and US export controls
- Experience with export/import requirements in Australia
- Demonstrated experience in developing a Technology Compliance Plan, implementing and ensuring compliance with that plan
- Excellent communication skills with the ability to work across a variety of stakeholders, both internal and external
- Ability to work autonomously and in a team environment
- Excellent organisational skills and ability to prioritise
- Accuracy and attention to detail
- Ability to work under pressure and to set timeframes
