Form of workAs part of Veolia Water Technologies & Solutions (Veolia WTS) commercial team, the Proposal Engineer is responsible for the generation of winning proposals for complex projects under instruction from the Bid Manager. The Proposals Engineer role reports directly to the Proposals Manager.
- Work as instructed by the Bid Manager to prepare technically compliant and commercially competitive Tenders to convert Client enquiries into Purchase
Orders for the business to earn profitable sales revenue
- Promote Veolia WTS as a competent and professional organisation in all interfaces with Clients,
- Support development of Technical & Commercial Proposals with all necessary accompanying documentation for issue to Clients within their specified tender submission deadline.
- Prepare the required process (P&IDs), mechanical and instrumentation (Datasheets), procurement RFQs, and other necessary administrative information required for bid compilation and approval.
● Perform preliminary sizing and engage Veolia WTS Process team where required to deliver optimized sizing and design simulations.
● Prepare technically compliant cost build-ups from preliminary process designs.
● Support Proposal team activity to achieve submission by Tender closing date.
● Work in unison with key Sales, Commercial, Execution and Process personal to determine and define the best strategy of each new Tender
● Prepare RFQ documents outlining scope, applicable specifications for issue to third party suppliers (either directly or via Veolia WTS sourcing team) for technical and commercial offers.
● Expedite the necessary supplier responses and upon return receipt, carry out detailed technical review and clarification to ensure each supplier offer is compliant with Tender requirements.
● Upon successful award, prepare detailed hand-over documentation for the “Transfer Meeting” with the Execution department.
● Provide detailed engineering support to the front end of the project execution as required.
- An excellent ability to communicate in a clear and concise manner.
- High level of organization and time management skills
● Be able to generate (either independently or with the support of the Process and Drafting teams) and review engineering documents to support the technical and commercial offer such as Datasheets, P&ID, PFD, Heat & Material Balance.
● Review vendor quotations and ensure compliance to meet project requirements.
Job Description - Proposals Engineer
● Prepare Cost Estimates covering equipment, material, engineering, etc.
● Fundamental understanding of process systems to enable close out of Client process clarifications.
● General understanding of relevant local and international standards used within the Oil and Gas Industry.
Qualifications & Education Requirements
● Engineering Degree (Chemical)
● At least years of experience in Oil & Gas, Water or related process industry.
● Prior experience in a Tender / Proposals role will be viewed favourably.
● Relevant experience in process equipment business, or original equipment manufacturer / agent such as mechanical fabricator, rotating equipment packages (pump, compressors etc), valves, instruments would be an advantage.
