About the Role (2 positions available - both ongoing & full-time)
Reporting to the Senior Commercial Manger, the Senior Commercial Advisor is responsible for providing specialist skills to manage operational and financial aspects of nominated Public Private Partnerships (PPP) managed by Commercial Advisory.
The role’s key purpose will be to manage and assist in all commercial aspects of the PPPs, as well as managing financial and operational matters. The role works on other projects and initiatives across Commercial Advisory, and with stakeholders across DTP (including Transport Services and DTP Legal) and the Department of Treasury and Finance (DTF).

The ideal candidate will possess accomplished skills in partnering and co-creation, critical thinking, problem solving, business and commercial acumen, managing difficult conversations, and stakeholder management, complemented by accomplished personal attributes such as flexibility, adaptability, outcomes thinking, and leading collaboration, with qualifications reflective of the outlined competencies.
Position Outcomes / Accountabilities
• Financial and Commercial Expertise – Has provided accurate and timely financial and commercial advice and analyses on all financial aspects of a number of the State’s Road PPPs, under limited direction. The areas include KPI assessments including abatements, quarterly service payments, toll Increases and revenue sharing.
• Operational Expertise – Has effectively led workstreams and provided accurate and timely advice on operational aspects of the nominated PPPs with input from specialist areas including Transport Services, DTF Legal and external advisors.
• Effective Communications – Has prepared accurate and timely correspondence and briefings for key internal and external stakeholders.
• Stakeholder Management – The incumbent has built and maintained strong relationships with PPP Concession holders as well as other areas of DTP and DTF.
• Promote and support safe, inclusive and flexible team operations.
Qualifications and Experience
Mandatory
• Relevant tertiary qualification in commerce, finance, accounting or a related discipline.
• A proven track record of effectively managing complex and sensitive information from multiple stakeholders, often with competing priorities.
• Advanced Excel data analysis skills.
Desirable
• Experience managing commercial contracts preferably in Transport or Infrastructure
• Strong collaborative, interpersonal and consultation skills, with the ability to liaise effectively across the organisation and with external stakeholders.
• Previous experience with Victorian State Government processes and systems.
• High degree of attention to detail and pride in quality of deliverables.
