The metro tram contracts management team provides contract, commercial and governance advice and oversight of the tram contracts operating on the public transport network. The team provides a single user interface to the metropolitan rail network and transport operators.
About the Role
The Senior Contract and Commercial Officer – (Yarra Trams) sits within Rail Services and will ensure the effective and robust contract management of the MR4 Franchise Agreement with Yarra Trams and realises expected benefits from the contracting arrangements. The role will be a subject matter expert on all relevant contractual documents and will provide authoritative advice on Yarra Trams' Franchise Agreement compliance and contractual performance matters. This role will proactively identify risks and issues related to the contractual deliverables and obligations of the franchisee under the MR4 Franchise Agreement and resolve these in conjunction with the franchisee and DTP stakeholders to drive improved outcomes for the State and passengers. The role will also provide timely and responsive support to the Associate Director – Contract and Commercial.
This role proactively identifies risks and issues related to the contractual deliverables and obligations of the franchisee under the MR4 Franchise Agreement and resolves these in conjunction with the franchisee and DoT stakeholders.
The Contract & Commercial Officer supports the processing and administration of franchisee payment claims and assists with the coordination of responses to the franchisee on behalf of DTP.
Position Outcomes

• Contract and Commercial advice: The incumbent provides timely and accurate advice regarding the franchisee's contractual obligations and Head, Tranport for Victoria's rights, as per the relevant agreements.
• Contractual Compliance and Administration – The incumbent has ensured that contract payments and deliverables are provided/received and processed within contractual timeframes.
• Effective Reporting and Briefings – The Senior Contract and Commercial Officer – Yarra Trams has provided relevant reporting and briefs in a timely manner. Excellent and responsive support to the Minister Public Transport and other internal and external stakeholders on all contractual related items is provided.
• Risk Management – Commercial risks have been identified and managed effectively.
• Stakeholder Management – The incumbent has developed and maintained collaborative stakeholder relationships.
• Improved Passenger Outcomes – The incumbent has contributed to passenger outcomes being enhanced beyond baseline contractual requirements.
• Effective People Leadership – The Senior Contract and Commercial Officer - Franchise has provided effective leadership, people management and support to their team. Staff are engaged with high levels of cohesion and commitment and are delivering on the services required.
• Promote and support safe, inclusive and flexible team operations.

Qualifications and Experience
Mandatory

• Experience managing contracts or providing contractual advice within an operational environment

Desirable

• Bachelor degree in business, commerce or law
• Experience in the transport industry or with major construction projects
