About Us
Quality Assessment and Regulation Division (QARD), in the Department of Education and Training is the Victorian Regulatory Authority for early childhood education and care services. QARD is a risk-based regulator of approximately 4,900 education and care services operating across Victoria, with the objective of driving the delivery of high quality services and ensuring the safety, health and wellbeing of Victorian children using those services.
QARD's role includes:
- Approving providers and services
- Monitoring service compliance and conducting investigations in response to notifications, complaints and incidents
- Assessment and rating of education and care services against the National Quality Standard
- Legislative policy development.
The Business Systems and Review Unit sits within the Regulatory Strategy Services and Compliance Branch and is responsible for:
- Administration of provider and service approvals, notifications
- Maintaining information and enquiries services to support and guide service providers
- Promotion of risk-based regulation through evidence-informed identification of emerging risks and strategic compliance initiatives
- Data analytics, reporting, risk management, assurance, performance monitoring, business planning, financial management, and business improvement, and maintenance and interrogation of information management systems.
About the Role
This is a full time, ongoing position at the VPS5 level. The role is located with hybrid & flexible working arrangements in the Melbourne CBD.
The successful candidate will:
- Undertake data analysis and reporting of risks, issues and trends to drive effective risk-based regulatory activities
- Maintain an assurance program to monitor performance and manage business risks
- Manage information management systems and conduct reviews to drive improvements in systems and business intelligence.

About You
The successful candidate will:
- Have high proficiency in business information systems - Salesforce & Sharepoint are desirable, however not essential
- Have a track record of delivering business improvements
- Demonstrate a high level of conceptual, analytical and problem solving capability.
- Experience in a regulatory compliance environment is an advantage.
