About the Team & the Position
Gas Transmission Engineers are responsible for leading system augmentation projects, the coordination of facility maintenance and SCADA maintenance and development. These tasks are carried out in such a way as to minimise the risk to system security and the market whilst meeting the requirements of the AEMO Gas Control Room.
Other responsibilities of this role include: leading configuration management and risk management within the Gas Real Time Operations team; leading compliance with safety systems and emergency procedures; leading compliance with Gas Quality and metering obligations and representing AEMO in external gas forums.
Additionally, ensuring accuracy of real-time and hourly data flowing and for zonal heating value data used for market settlement and consumer billing.
Position Responsibilities
- Identify issues in SCADA systems then manage, implement improvements and configuration to ensure compliance with AS 2885.1. Identify defects or required improvements to SCADA screens, configuration and/or alarms; and implement solutions.
- Assess the impact of preventative and corrective maintenance as well as augmentation work on system and market operations. Approve DTS maintenance plans within delegated levels of risk tolerance. Identify and report on repetitive failures to DTS asset and work with the the asset owner on rectification. Lead, support and manage APA DTS augmentation projects and assess impacts of DTS augmentation projects on system security and operability. Represent AEMO in HAZOP & HAZID studies of new or altered DTS assets.
- Provide analysis and advice to internal stakeholders on the operation and performance of pipeline operations using the Gregg Engineering Model where appropriate. Approve, develop and provide training to Gas Operations Engineers in operational areas. Provide advice to the Gas RTO group in the development of, and improvement to, AEMO's operational tools and systems. Develop, maintain and enhance operational procedures, guidelined, procedures required under the National Gas Rules, Transmission Operating Guides and major external publications.
- Configuration and analysis of gas metering and gas quality data to identify measurement errors and to resolve measurement problems. Visit field measurement stations to witness asset owner calibrations, inspect installations and gather data. Develop and apply metering data validation and substitution rules. Provide analysis and support for relevant functions and stakeholders of the Metering & Settlements team.
- Understand safety critical, contractual and legislative obligations, document processes and develop and implement training programs. Monitor, analyze and report key performance indicators and technical aspects of contractual compliance. Raise potential non-compliance events to Gas Real Time Operations Manager in consultation with Risk and Compliance team. Adhere to, and identify and implement improvements to change management processes. Analyze data streams, audit metering and gas quality installations to ensure compliance with the NGR. Demonstrate compliance with Workplace Health and Safety, Anti-Discrimination and Competition and Consumer Acts.
- Participate in emergency preparedness exercises and contribute to the development of emergency protocols and processes. Respond to critical after-hours emergencies as requested. Assist specialists and management in resolving an emergency incident.
- In consultation with industry stakeholders, develop and implement guidelines and standards specifying AEMO requirements for energy and gas quality measurement. Ensure the safety of both the Gas Transmission system and the public by defining the limit on gas quality excursions and working with production facilities on the development of gas quality monitoring plans. Take an active role in the development and improvement of gas quality measurement processes. Develop and implement new procedures related to heating value allocation and gas quality monitoring for both custody transfer meters and interval meters.
- In consultation with industry and co-ordination with other AEMO teams, develop and implement procedures and guidelines specifying AEMO requirements with respect to AEMO's East Coast Gas Supply (ECGS). Lead activities in ECGS supply threat analysis and recommend threat risk ranking and potential response measures. Identify and implement opportunities for improvement to existing processes.
Position Requirements
Skills & Experience:
Strong experience in the Gas Industry
- Preferred experience of at least 7 years in engineering operations, maintenance, and design, development or management of multi-discipline project.
- Preferred experience in the construction, maintenance or operation of oil and gas assets.
- Preferred experience in a regulatory environment.
- Preferred experience as an on-shift Gas Operations Engineer to occasionally enable the position to act in this role.
- Experience with SCADA system and/or database configuration a distinct advantage.
- Knowledge and understanding of measurement instrumentation, gas flow measurement and uncertainty calculations.
- Demonstrated ability to prepare clear, concise reports and procedures.
- Demonstrated ability to apply analytical thinking and logic to solve diverse problems. Ability to diagnose problems, develop solutions and carry these through to implementation.
Education/ professional Certifications:
- Degree in an Engineering discipline required (preferred Mechanical or Chemical).
- Other secondary relevant technical qualification in Science, Math, IT or related technical discipline provides a distinct advantage.
