Role Purpose
VHBA's Procurement team is in a period of significant growth following VHBA's transition into the Victorian
Infrastructure Delivery Authority (VIDA). We provide support and technical advice across the organisation
to ensure efficient and quality delivery of construction procurement as well as general goods and services
procurement. The Senior Procurement Partner will lead the procurement functions for Victorian Health
Building Authority by managing a team and providing expert and authoritative procurement, commercial,
contractual advice and support on complex issues. The role will focus on maximising efficiency and
effectiveness in procurement, leading to a focus on industry best practice and implementation of
improvement programs. This role requires a strong ability to work independently in a complex project

The Victorian Health Building Authority (VHBA) is responsible for the rollout of the Victorian Government's
multi-billion-dollar health capital projects. Our diverse projects span the health, mental health and aged
care portfolios across metropolitan, regional and rural settings and ambulance branches across Victoria.
VHBA also provides technical support across engineering, property, asset management and
environmental sustainability disciplines. Our priority is to provide innovative and sustainable infrastructure
solutions that will ensure our health system meets the needs of all Victorians now and into the future.Key Accountabilities1.Lead role within the Goods and Services procurement function delivering procurement services, technical advice and support, to ensure compliance with relevant legislation and policy frameworks.
2.Oversee the effective delivery of a broad range of procurements compliant with Victorian Government Purchasing Board (VGPB), Ministerial Directions (MD1) and the VIDA framework, guidelines and policies.
3.Manage VHBA's Goods and Services procurement team, providing leadership and guidance, effectively building individual capability and ensuring high performance.
4.Develop, coordinate and lead sourcing activities and tendering to establish contracts and supply arrangements that meet business needs.
5.Undertake business needs assessment, supply market analysis and commercial risk assessments to inform procurement planning and sourcing decisions.
6.Provide expert advice on complex procurement submissions with senior executives across VHBA.
7.Proactive involvement within intra-Government and industry bodies, including representing VHBA's interests and keeping abreast of current government/industry procurement developments/policies..
8.Proactively drive innovative solutions to procurement related issues, managing the timely response to stakeholders regarding issues impacting upon project delivery and operational performance.
9.Initiate and maintain relationships with senior stakeholders and work collaboratively with project executives and leaders providing proactive procurement services and technical advice.
10.Oversee the effective management of the contract management system, ensuring high data integrity.How to apply
