About the Role
The Senior Governance Officer (Council Secretary) provides strategic advice on university-wide governance and policies. The role is also responsible for ensuring the smooth and effective operation of the University Council and its standing committees (other than Academic Senate). The role also acts as company secretary for a small number of controlled entities.
This role is also responsible for:
- Ensuring (in conjunction with the University Secretary and Chancellor) that Council and its sub-committees discharge their governance and oversight responsibilities over the University's education, research, commercial and other activities including meeting the requirements of the Flinders University Act 1966 and the Higher Education Standards Framework.
- Managing the governance and statutory requirements of the University's external entities, in accordance with the University's External Entities Policy and other relevant requirements.
- Fulfilling the duties of company secretary of the University controlled entities.
- Providing advice on and implementing contemporary and best practice governance practices and initiatives for the Council and its Standing Committees, external entities and the University generally.
- Leading the ongoing review and development of policies, procedures and systems to enhance the operation of the Council, its sub-committees and external entities.
- Ensuring that meetings of Council and its committees are conducted smoothly, papers are high quality, meetings are accurately minuted, and all governance tasks are delivered on time.

Governance, Legal and Risk
Governance, Legal and Risk provide governance, legal, policy, compliance, insurance and risk management support to the University and its staff. The Governance, Legal and Risk team provides advice on university governance and decision-making processes and plays a pivotal role in ensuring that Flinders have policies in place to protect its people, assets, and activities.
About You
You have a high level of interpersonal, written and oral communication skills including the ability to negotiate and liaise with a broad range of stakeholders including Senior Executives with a demonstrated ability to prepare complex correspondence, minutes and reports.
You are well organised with the ability to determine and prioritise tasks, have a high attention to detail whilst meeting tight deadlines.
You will also demonstrate:
- A high-level ability to work independently and exercise initiative and judgement in interpreting and applying a range of complex legislation, policies, standards and procedures.
- Advanced analytical and problem-solving skills, and capacity to exercise sound judgment.
- Comprehensive skills in using a range of computer applications, including word-processing, Teams and Zoom, and accessing information from websites, spreadsheets and databases.
- Relevant company secretarial, governance, or legal experience, coupled with relevant tertiary or post-graduate qualifications.
