About the Role

**Fixed Term Full Time until 30/06/2027**

The Senior PlannerFuture Homes will lead the implementation and delivery of the Future Homes Program. It requires a motivated individual with demonstrated experience in statutory planning, project delivery, stakeholder management and governance in the public sector. The position will also undertake statutory planning assessments of live Future Homes proposals. Management of the statutory and non-statutory responsibilities of a permit and referral application will be critical.

We are seeking a candidate proficient in policy design and development, capable of formulating and communicating public policy options, creating clear narratives, and considering the impact on strategic plans and community needs. The ideal candidate will also excel in project delivery by defining tasks, coordinating activities, monitoring progress, and applying critical thinking to resolve issues while effectively managing stakeholder relationships.

Position Outcomes / Accountabilities

  • Lead the assessment, development and implementation of Future Homes planning referrals and creation of new design typologies ensuring program objectives and targets are met.
  • Provide timely and accurate statutory planning advice to permit applicants, councils, referral authorities and stakeholders.
  • Assess Future Homes planning proposals against the relevant planning provisions and Future Homes specific adaptation guide.
  • Lead the preparation and implementation of new planning provisions and planning scheme amendments related to the continuous roll out of the Program.
  • Working with a range of specialist consultants, including project partners at the Office of the Victorian Government Architect, lead the technical planning input into the creation of new exemplar apartment design typologies.
  • Working with the Program Manager, manage resource allocations, budget, programming, complex procurement, contract management, risks, project milestones and deliverables, project governance and reporting associated with major planning projects.
  • Lead complex and sensitive community and stakeholder engagement, including developing and delivering strategies outlined in action plans.
  • Conduct investigations, undertake research, prepare high-quality submissions, reports and briefs, business cases, Cabinet submissions, legislation and discussion papers on land use planning and development program and project issues.
  • Provide timely high-level advice to senior management on program and project-related issues that demonstrate an understanding of the policy, political and legal context.
  • Initiate, maintain and manage relationships with key stakeholders, gain cooperation and influence complex, contentious and sensitive matters within established parameters.
  • Support the team's effectiveness through knowledge development and sharing and contribute to a positive and collaborative culture in the workplace.
  • Work flexibly and collaboratively across the business to deliver business unit, group and departmental priorities and initiatives as required.
  • Practice cultural safety by creating environments, relationships, and systems free from racism and discrimination so that people can feel safe, valued and able to participate.

Qualifications and Experience

Mandatory

  • A relevant qualification in Planning, Environment, Urban Design or Social Sciences is required.
  • Demonstrated experience in delivering complex land use planning projects and policy development is required.
  • Understands the statutory implications when creating new planning policy and provisions.
  • An accomplished working knowledge of the Victoria Planning Provisions and the Planning and Environment Act 1987 is required.
  • An understanding of the design and statutory assessment of apartment developments.
  • A general understanding of development delivery and commercial viability is beneficial, but not mandatory.
