Work as part of a high performing team to lead and support a number of complex projects to improve the operation and regulation of the building system.

Duties and Responsibilities:
One of the key workstreams includes leading a project to understand contributors and mitigations to insolvency of firms in the sector, particularly in the context of payments to subcontractors through the Security of Payment Framework (Act and Regulations).
Proactively lead, manage and contribute as part of a team to the development, review and evaluation of complex and policy projects.
Provide authoritative, timely, accurate and evidence-based advice for Ministers and the Department's executive management on complex issues and develop innovative policy options that are supported by advice which is factual, accurate and suitable for its audience.
Contribute to the development of policy initiatives that deliver the government's priorities for the building industry in Victoria, ensuring policy and regulatory advice is delivered in a timely manner and is effective in achieving the required outcome.
Undertake research and prepare accurate, authoritative, timely and high-quality written documents that demonstrate a detailed understanding of the policy, political and legal context. These documents include; submissions, reports, briefs, memorandums, regulations and discussion papers with supporting documentation on complex and sensitive matters.
Actively initiate, maintain and manage effective working relationships with key external stakeholders, gain cooperation, influence views on complex, contentious and sensitive matters within established parameters, to support government and business unit priorities.
Maintain an active and current awareness of national and international building-related issues, with a focus on changes relating to industry, practitioners and regulatory systems and any subsequent implications for the building regulatory system in Victoria.
Work flexibly and collaboratively across the business to support the delivery of business unit, Group and the Department's priorities and initiatives as required.

Requirements and Qualifications:
A tertiary qualification in law, public policy, on a related discipline is desirable
Experience in the development and implementation of policy initiatives and projects in a State or Commonwealth public service setting is highly desirable
