We have a mature digital services platform of contemporary cloud-based infrastructure, technical architecture and scalable and reusable common capabilities, with real-time integration into agency legacy systems. We use a range of market-leading technology, such as AWS, Salesforce, Node.js, React, MuleSoft, Sitecore (.NET), HTML/CSS/JavaScript, and Java. From a Salesforce point of view, we use areas such as Service Cloud, Experience Cloud, Omni Studio and Public Sector Solution. 

Service Victoria is an Administrative Office attached to the Department of Government Services (DGS). DGS was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government.

Service Victoria and DGS are bringing important day-to-day services together in one department to make things easy and seamless for Victorians and businesses.

We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.

The Senior Program Manager is responsible for overseeing the successful delivery of complex IT programs within Service Victoria. The role involves strategic planning, stakeholder management, team leadership, and ensuring that projects are completed on time, within scope, and on budget.

The Senior Program Manager will also be accountable for risk management, performance monitoring, and continuous improvement initiatives.

Responsibilities include program planning and strategy, stakeholder management, leading and motivating the delivery team, managing budgets and resources, risk management, program execution and delivery, change management, performance monitoring and reporting, compliance and governance, continuous improvement and client and vendor management.

The position reports to the Head of Delivery.

• Apply advanced specialist skills to lead and undertake the delivery of Service Victoria's workplan and business cases to improve access to government services.
• Lead the development of complex business cases, progress them through delivery, intervene when necessary to review the current state and direct adjustments to plans and executions.
• Exercise independent judgement to develop and deliver contemporary governance, control mechanisms and exception processes for programs and projects to ensure delivery to budget, scope and schedule.
• Lead the strategic acquisition process of programs and projects through to contract award and provide continuity and leadership of the delivery team.
• Manage the development of program and project related policies, processes and methodologies required to operate an effective Program Development function that supportsService Victoria's business outcomes, including definition and ensuring adherence to quality management standards and processes. 
• Manage the ongoing development of high-performing program development capability within the delivery function. Work collaboratively on the strategic planning processes by maintaining expert awareness ofService Victoria's strategic commitments and goals.

• Apply advanced specialist skills to effectively set organisational strategy governing the direction and conduct of program management, including application of appropriate methodologies.
• Apply advanced specialist skills to effectively align the program objectives with business objectives and authorise the selection and planning of all related projects and activities.
• Provide specialist and highly influential advice on the development and/ or delivery of programs to senior internal and external stakeholders.
• Apply advanced problem-solving skills to effectively mitigate risks of significant program/project/service delivery to achieve successful business outcomes.
• Influences and generates the rationale for IT enabled change across Service Victoria and provides significant specialist advice and input into change planning and implementation.
• Encourage collaborative practices with a diverse range of people for mutually agreeable business outcomes.

• Bachelor's degree or higher in Information Management, Technology, Business/Commerce or relevant discipline.
• Extensive relevant work experience in planning and delivering complex IT programs.
